Three neighbourhoods, including the low-income Albion-Heatherington community in southeast Ottawa, will get special revitalization studies if council approves a strategy recommended by staff.

Heatherington, however, is second in line for the study and will have to wait until 2017. City planning staff are recommending that Carlington is the subject of the first study, which would start this year. Vanier South would get a study in 2018.

The idea of finding ways to improve communities, particularly low-income areas, has roots in council’s strategic initiatives for the term. Albion-Heatherington was originally selected for a $250,000 study, as requested by Gloucester-Southgate Coun. Diane Deans, until council last summer voted to first determine which community was most in need.

That created what another councillor characterized as a “pissing match” over the funding.

Six councillors joined staff to create a short list of the communities most deserving of a revitalization study. Carlington, Heatherington and Vanier South had roughly the same scores, so the city is recommending to complete a plan for each community, rather than selecting just one.

The study money for Carlington is already in the 2016 budget. Money for the other studies would need to be confirmed in the 2017 and 2018 budgets.

According to a staff report published Tuesday, Carlington should be the first study because of the immediate development potential for the community.

The study would take a hard look at the community to see how it can be improved through planning policies, facilities, employment supports and resident engagement.

Council’s planning committee will consider the recommendations during a meeting next Tuesday.
