Ottawa man shot dead in Toronto had lengthy criminal record

The Ottawa man who was struggling with bipolar disorder when he was shot dead by Toronto police on Friday had a lengthy criminal record and history of violence.

Court records show that Devon LaFleur, the 30-year-old fatally shot at around 10 p.m. on Bayview Avenue, was sentenced to 15 days in jail after he was convicted in October 2005 of uttering threats.

LaFleur was convicted of criminal harassment and given a suspended sentence in January 2006, court records show. Later that same year, LaFleur was sentenced to 86 days in jail for carrying a concealed weapon and obstruction of justice.

LaFleur was also convicted of assault in April 2006 and given a 14-day jail sentence.

When he was 21, LaFleur was arrested in 2007 by tactical officers on Albion Road after a warrant had been issued for his arrest following a robbery at a TD Bank branch on Hazeldean Road.

LaFleur was charged with robbery and possession of a weapon in 2009 after an armed robbery at a Bank Street video store. Court records do not show convictions for either of the robbery arrests.

According to court records, LaFleur’s most recent conviction was August 2012. He was sentenced to six months and banned from possessing weapons for life after he was convicted of possession of a weapon and carrying a concealed weapon. Court records showed his address at that time was the Royal Ottawa hospital.

The Special Investigations Unit, an independent agency that probes incidents involving police that leads to serious injury or death, was still gathering evidence and speaking to witnesses on Monday.

The SIU said police “became involved with a man outside a residence” and several officers discharged their firearms.

On Friday, Ottawa police released a statement saying LaFleur had been reported missing and was last seen in the Hazeldean Road area. Multiple sources told Postmedia that the man shot by police was armed with a weapon and was suspected of robbing a bank in Kanata.

Police warned people to not approach him, saying he might be armed. LaFleur’s family told police they were concerned for his safety.

Ottawa police issued a statement on Saturday saying LaFleur had been “located” but did not provide any further details. Police would not comment on the case Monday, citing the ongoing SIU investigation.
