The head of the union representing Ontario’s correctional officers is calling on the minister responsible for the province’s jails to resign over his “inept” handling of Ottawa’s jail.

Warren “Smokey” Thomas said Minister of Community Safety and Correctional Services Yasir Naqvi should go following the dismissal of Ottawa-Carleton Detention superintendent Maureen Harvey last week. The jail is now being run by one of her former deputy superintendents, Mike Wood.

“It’s now quite clear that Yasir Naqvi is the problem – not the solution, for the mess at OCDC,” Thomas said in a statement. Thomas is president of the Ontario Public Service Employees Union, which represents 7,000 correctional officers and parole and probation staff across the province.

“That the minister could say that ‘Mike (Wood) and his team will continue to run the institution in a safe and secure manner’ is outrageous, a falsehood, and flies in the face of a community advisory panel which last year concluded OCDC was plagued with organizational problems like overcrowding and understaffing, and for its bad quality food,” Thomas said.

“OCDC has become the brand name for Ontario’s crisis in corrections and I fear we will see more of the cover ups, lies and toxic labour relations that plague the jail system.”

Thomas’s call for Naqvi’s resignation comes just days after Premier Kathleen Wynne said she still has faith in Naqvi’s leadership when it comes to Ottawa’s troubled jail and others across the province.

Thomas said Harvey was the second female superintendent who had been dismissed by the jail.

Thomas said he found it “troublesome” that with the dismissal of Harvey, “the ministry has lost a respected jail superintendent who enjoyed a track record of expanding human rights for inmates and for her forward thinking on how jails should operate in the 21st century.”
