Police probe leak of IDs of Lanark, Leeds and Grenville children's aid clients over web

Police are investigating and the families of 285 children’s aid clients in Lanark, Leeds and Grenville are to be contacted Tuesday after an electronic file with the names of the clients was posted on the Internet by unknown third party.

Identifying those who are involved with children’s aid is illegal under the Child and Family Services Act. Releasing this information carries a fine of up to $10,000 and three years in jail.

Family and Children’s Services of Lanark, Leeds and Grenville learned of the breach at 1:42 p.m. on Monday. In a statement, the agency said it immediately contacted the appropriate authorities, and worked with them to contain the breach.

“To the best of our knowledge the file is no longer live, but we are having the situation monitored,” said the statement, which added that there was a previous breach in February.

“We investigated this incident, reviewed our data systems and received assurances that our documents were safe and secure. We deeply regret this situation. We take privacy very seriously. Rest assured we will be conducting a full review and will take whatever steps might be required to strengthen our processes and systems.”

Executive director Raymond Lemay apologized for the release of the information, and said the agency would act to ensure it doesn’t happen again.

“The children and families we serve have a right to privacy — and they deserve respect. Moreover, that someone would inappropriately obtain, then post this document on the internet purposefully, is deeply troubling. Furthermore, this action is likely in direct contravention to the Child and Family Services Act and directly harms the children and families we serve,” he said in the statement.

“Because of the nature of our work, emotions regarding CASs (Children’s Aid Societies) can run high. That said, there is no excuse for a person to deliberately expose our clients in this way.”
