可以在渥大网站上设置个人主页吗?或者说怎么拿到代理权?

yup you can.

For people in site, your personal web is at www.site.uottawa.ca/~u(studentNumber).
You have to set up a public_html directory in your unix account.
chmod it to 775.
I can't really remember the details.
You can probably find detailed information at the SITE software documenation page.
