Ottawa Mayor Jim Watson and Gatineau Mayor Maxime Pedneaud-Jobin will sit in on the National Capital Commission board meeting as ex-officio observers for the first time Thursday with the redevelopment of LeBreton Flats, Canada's 150th birthday party and the contentious Victims of Communism Memorial on the agenda.
