法国再发恐袭：男子教堂挟持人质 神父拒绝下跪遭割喉

在尼斯恐袭刚刚过去不到两周，法国再次遭到IS的恐怖袭击。这次是在西北部的一个小村镇，两名持刀男子闯入一个教堂劫持人质，一名神父被当场割喉。检察官证实，其中一名19岁凶徒，曾经于去年两度企图前往叙利亚，案发时还戴着电子监察手带。
袭击事件发生在周二上午9点43分，法国的西北部上诺曼底大区滨海塞纳省靠近省府鲁昂的一个小镇。2名凶犯持刀进入一间正在做弥撒的小教堂劫持一名神父牧师、两名修女，以及两名信众。
84岁的神父被凶徒用刀割喉杀死，还有另外一名人质受重伤。接到警报的法国特警采取行动，将两名凶徒击毙。
事发时身处教堂内的修女丹妮尔指，两刀手要求神父哈默尔下跪，遭到拒绝后将其割喉斩首，然后以阿拉伯文祈祷。有当地民众称，警方封锁教堂附近范围，并有大批持枪警员到场，现场传出数十下枪声，至早上11时左右结束行动。
克尔米奇被控与恐怖组织罪犯有联系，一直遭到拘留至今年3月，获淮软禁家中，需要配戴电子脚带，让警方知其行踪，但获淮每日外出数小时。有知情人称，他曾威胁袭击教堂。然而，这次被杀神父哈默尔（Jacques Hamel）并非事发教堂常驻神父，当天早上只是做替工，代替常驻神父主持弥撒。
有消息称，其中一名凶徒是19岁的克尔米奇（Adel Kermiche），被列入法国反恐警方监视名单。他去年两度试图前往叙利亚，第一次于3月利用兄弟的身份证明文件出发，因为家人向当局举报他失踪而在德国遭到扣留，第二次于5月利用堂兄弟的身份证明文件取道瑞士前往，但在土耳其遭到扣留，被遣返瑞士，再送回法国。
法国总统和内政部长在中午赶到时已经确认是又一起“伊斯兰国”组织的恐怖袭击。
奥朗德：“我们再一次面对恐怖袭击考验，恐袭威胁非常严重，面对“伊斯兰国”组织已经向我们开战，我们必须要在遵守法律的条件下，以我们所有的手段去迎击。”
事件发生几个小时后“伊斯兰国”组织就发布了声明，承认是由其两位圣战者发动的攻击。在奥朗德抵达现场时，前总统萨科齐在巴黎也发表讲话要求政府深刻改变反恐策略。
法国前总统萨科齐：“我们必须要深刻改变我们反击的局面、手段和策略。我们的敌人没有禁忌，没有底线，没有道德，也没有国界，我们就必然也要无情。”

Vainglorious references to military combat and civil rights characterised President François Hollande’s reaction to yet another grotesque act of terrorism in his homeland yesterday.
Caught between the need to rattle his metaphorical sabre at enemies overseas, and to stress the importance of republican values at home, he sounded like a mediocre diplomat cum tin-pot general.
“We have to wage war by every means,” said Mr Hollande, as he also talked about “upholding the rule of law, because we are a democracy.”

The murder of 86-year-old Father Jacques Hamel in the Normandy town of Saint-Etienne-du-Rouvray was as cowardly as it was barbaric, but reeling out desperate generalisations was not the correct response.
On the contrary, the right way to deal with routine, colossal failures to protect the lives of ordinary French citizens would have been for Mr Hollande, his Prime Minister Manuel Valls, and Interior Minister Bernard Cazeneuve to finally resign.

All of their positions became untenable when details about the criminal antecedents of Adel Kermiche, one of the killers of Father Jacques, were made public.
Not only was Kermiche a known radicalised teenager on a terror watch list – the so-called “S” files – but the 19-year-old had attempted not once but twice to run away to try and reach the Daesh caliphate in Syria.

Each time he used a passport belonging to family members: the deceit apparently fooled French officials, but not those in the countries he travelled through.
Back in France after two deportations, Kermiche had to wear an electronic tag at all times, and live with his parents in Saint-Etienne-du-Rouvray after being released as recently as last March from a prison sentence related to his support for Daesh.

Astonishing as it now sounds, instead of being treated for what he was – a terror fixated sociopath likely to commit sadistic crimes at any time – Kermiche was effectively grounded with mum and dad.
It was between 8.30am and 12.30am – the four hours a day when Kermiche was officially allowed out of his family home as part of his probation conditions – that he wandered over to his local Catholic church and ended Father Jacques’ distinguished life in the most horrific manner possible, while also maiming a parishioner.

Treating a clear and present terrorist threat as if he was nothing more than a sullen adolescent is bad enough, but there is a disturbing pattern in such errors.
The vast majority of the terrorists who have now slaughtered some 250 people in separate incidents across France over the past 18 months were just as well known to the authorities as Kermiche.
Many were meant to be in prison, or – again like Kermiche – at least reporting to their local police stations under strict bail terms.
Instead they were given more than enough freedom to move across borders and acquire the arms necessary to carry out their carnage pretty much anywhere they chose.

Lahouaiej-Bouhlel’s 19-tonne hired lorry was officially banned from being anywhere near the seafront in the Riviera city, and yet police looked on hopelessly as he used it to murder 84 men, women and children, and wound more than 300 others.
There are practical ways of dealing with crazed murderers, and they have absolutely nothing to do with bombastic strategies centered on the illusion of a conventional war.

The reason Mr Hollande and his equally pugilistic sidekicks are now regularly booed when they go out in public is because they are failing in the first duty of government, which is to protect.
As Mr Hollande’s poll ratings continue to crumble, and his chances of re-election in 2017 all but disappear, they should realise they have reached a tipping point.
