A truck-diverting tunnel connecting Highway 417 with the Macdonald-Cartier Bridge would cost up to $2 billion to build, according to a study released Wednesday.
It’s possible to build a tunnel under Sandy Hill and Lowertown with two lanes in each direction, the study says. The tunnel would begin at Vanier Parkway and Riverside Drive off the highway and stretch 3.4 kilometres to the interprovincial bridge.
However, making it a truck-only tunnel can’t be justified based on the forecasted traffic demand, the city says, noting that 35 per cent of truck traffic using downtown streets wouldn’t use the tunnel because the hulking vehicles make local deliveries or pickups. Plus, trucks transporting dangerous goods wouldn’t be able to use the tunnel as a safety precaution, the city says.
The city and province cost-shared the $750,000 study after the National Capital Commission abandoned a process to find a new interprovincial crossing over the Ottawa River.
Getting trucks out of the downtown core has been a major safety concern for Lowertown neighbourhoods along a truck route between Ottawa and Gatineau.
The study says a tunnel would cost between $1.7 billion and $2 billion to build, but those are preliminary estimates.
City hall doesn’t have $2 billion to build a truck tunnel. The city would need to talk with the upper levels of government about funding if it ever wants to build the tunnel.
