Council approves hookah ban in all workplaces

Hookah pipes will be illegal in workplaces, including restaurant patios, in the city of Ottawa starting Dec. 1.

Council voted Wednesday to add water pipes to the existing smoking prohibitions. That means the water pipes won’t be allowed in any enclosed public place, enclosed workplaces and outdoor patios.

Offences carry a minimum $500 fine.

There will be a period of soft enforcement. Bylaw officers won’t start charging people until Apr. 3, 2017.

Mahmoud El-Sayed, who attended the council meeting to watch the vote, has owned Bay Rock Cafe for two years and predicts he’ll have to shut down because of the bylaw. El-Sayed said his lease is for another three years, but he doesn’t think his business can survive from alcohol sales since the water pipes have been the main draw.

Osgoode Coun. George Darouze tried convincing council to delay beginning enforcement until September 2017, but council wasn’t interested.

The prevailing sentiment around council was to push forward with Ottawa Public Health’s anti-smoking program, even if the water pipes burn herbal shisha.

Isra Levy, the medical officer of health, said there’s a threat of “re-normalizing” smoking by condoning water pipes in public places.
