Ottawa police officer pleads guilty to making 'insulting and racist' comments about Inuk artist

An Ottawa police sergeant who made “insulting and racist” comments about the death of Inuk artist Annie Pootoogook has pleaded guilty to two counts of discreditable conduct under the Police Services Act.

Sgt. Chris Hrnchiar, a forensic identification officer who has been a cop for 30 years, pleaded guilty Tuesday to making racist comments about Pootoogook’s death and to publicly commenting on an open criminal investigation.

On Sept. 24, Hrnchiar posted comments on a Citizen article on Pootoogook’s death, which police continue to investigate, from his home while off-duty.

One of the comments, attributed to Facebook user Chris Hrnchiar, seemed to blame Indigenous people for their own hardships: “Because much of the aboriginal population in Canada is just satisfied being alcohol or drug abusers, living in poor conditions etc…..they have to have the will to change, it’s not society’s fault.”

Hrnchiar apologized to the community, the aboriginal community, Pootoogook’s friends and family, his fellow officers and his own family for his comments and the hurt he said he’s caused.

The police force and Hrnchiar’s defence have jointly submitted as penalty a three-month demotion to first-class constable and multicultural training.

A decision on the penalty will be rendered on Dec. 7.
