Inmate's wedding ring among prisoners' belongings that disappeared from jail

A gold wedding ring and four pairs of underwear were among the personal items belonging to inmates that disappeared from the Ottawa jail, a freedom of information request has revealed.

The ministry of community safety and correctional services paid out $1,627.35 to inmates for the items that were lost or went missing from the Ottawa-Carleton Detention Centre between January 2015 and Aug. 15, 2016, according to information provided as a result of the access request.

In addition to the wedding ring, the missing items included two watches along with a cellphone, wallet and Canadian and US cash.

The most expensive claim was from March 2016, when an inmate was reimbursed $720 after two suits, a polo sweater, two vests, four pairs of underwear, five pairs of black socks, three T-shirts and three shirts vanished.

The inmate whose wedding ring disappeared received $475, which also covered a missing pair of steel toe work boots, a watch, a leather belt and wallet. That money was paid out on April 27, the same day the ministry paid $128.55, taking into account the exchange rate, to an inmate who had $103 US disappear.

A month earlier, the ministry paid out $103.80 to another inmate whose Canadian cash went missing. And in January 2015, a prisoner received $200 after an earring, watch and cellphone vanished.

There was no explanation as to how, or why, the items went missing.

“The ministry recognizes its responsibility to safeguard the property and valuables of persons admitted into custody,” ministry spokesman Greg Flood wrote in an emailed statement.

“Ministry staff work hard to ensure that all property and valuables are accurately recorded during the admission process and are returned to the owner on discharge,” he wrote. “In the event that property is reported as missing, the ministry has policies and procedures in place to investigate.”

Flood wouldn’t say what the outcome of the investigations into the lost or missing items at OCDC were.

If property is not located or is damaged, the approximate value of the property is determined and the individual is reimbursed accordingly, Flood wrote.

It should be noted that the number of incidents involving lost or missing items is tiny when considering the amount of inmate property handled by the jail annually. The Ottawa-Carleton Detention Centre had approximately 4,700 admissions in the fiscal year between April 2015 and the end of March 2016, according to the ministry.
