Trudeau to shuffle cabinet before Trump inauguration

Prime Minister Justin Trudeau is in the midst of planning a cabinet shake-up as the Liberal government gears up for the challenge of dealing with an unpredictable Donald Trump presidency and his espousal of protectionist policies.

Mr. Trudeau and top advisers have been meeting over the past week on the design of the new cabinet team that could be unveiled as early as Tuesday, according to a government insider. The new cabinet will hold its first retreat in Calgary on Jan. 23 and 24.

The retreat will focus on job creation and how to deal with the uncertainty over Mr. Trump’s economic agenda. Mr. Trump, who will be be sworn in as U.S. president on Jan. 20, has called for a tax overhaul, massive infrastructure spending and tough trade policies to create jobs for American workers.

Immigration Minister John McCallum is expected to leave cabinet for a critical role as Canada’s envoy to China at a time when the Trudeau government is embarking on free-trade negotiations.

“Canada is not alone among many countries that are in a state of such suspense to see what the Trump administration’s policies will ultimately be,” Mr. Trudeau’s former foreign policy adviser, Roland Paris, told The Globe and Mail. “I am cautiously optimistic about the prospects for a constructive relationship between the Canadian government and the Trump administration, but the stakes are so high that we have to take this extremely seriously.”

Senior officials are being tight-lipped about who will be in or out of the cabinet remake and what ministers are destined for greater responsibilities in dealing with the Trump administration. Up to nine people could be in line to be shuffled, one source said.

It is very possible that Foreign Affairs Minister Stéphane Dion will be demoted or moved out entirely. He is known to have a cranky personality, which might not sit well with the Trump government and the nominee for U.S. secretary of state, Rex Tillerson, the former CEO of Exxon Mobile Corp. Mr. Dion has had a bumpy ride at Foreign Affairs, where he was often put on the defensive for his handling of the $15-billion Saudi arms deal.

Chrystia Freeland, the International Trade Minister, could be promoted to foreign affairs, although Mr. Trudeau might want to keep her in the current job so she can assume the key role of renegotiating the North American free-trade deal.

Ms. Freeland, an economics writer who has lived in the United States, Britain and Russia, has won high marks for her effort to negotiate and win approval for the Canada-European Union free-trade deal. She also chairs the cabinet committee on Canada-U.S. relations.

“Chrystia Freeland has done a terrific job as Minister of International Trade. She took a very difficult task of concluding the [Canada-EU] negotiations, tackled it and finished it. That was impressive,” said Mr. Paris, who noted he did not have any inside knowledge of the cabinet shuffle.

Transport Minister Marc Garneau, a former astronaut who lived for nine years in Houston, could easily fit the role of foreign minister. He is a solid performer with a strong understanding of the U.S. political system.

Sources say Labour and Employment Minister MaryAnn Mihychuk will be replaced Patty Hajdu, currently Status of Women’s Minister. Somalia-born MP Ahmed Hussen is expected to take over Mr. McCallum's portfolio.

Other possible ministers who might face demotions are Democratic Institutions Minister Maryam Monsef and Veterans Affairs Minister Kent Hehr. Sources say rookie MP François-Philippe Champagne, who is now the parliamentary secretary to Finance Minister Bill Morneau, is expected to be named to cabinet. There is speculation he could get international trade if Ms. Freeland moves to global affairs.

Some other Liberal MPs who are expected to receive promotions are Marco Mendicino, a former Crown prosecutor who represents a Toronto riding, and Burlington’s Karina Gould, who is parliamentary secretary to the Minister for International Development.

During the planning for a new cabinet, Mr. Trudeau’s principal secretary Gerald Butts, chief of staff Katie Telford and Canada’s ambassador to the United States, David MacNaughton, have met several times in Washington for what have been described as bridge-building talks with Jared Kushner, Mr. Trump’s son-in-law, and Stephen Bannon, chief strategist and senior counsellor to the incoming Republican president.

Peter Navarro, who will lead a White House office overseeing U.S. industrial policy as Mr. Trump moves to reshape trade relations with a protectionist bent, also joined in some of the discussions. Mr. Navarro advocated a more aggressive stand toward U.S. trade partners, particularly China and Mexico.

The talks are part of a charm offensive at the senior-most levels in Ottawa to shield Canada’s economy from the impact of protectionist policies espoused by Mr. Trump against China and Mexico, including his pledge to renegotiate or pull out of the 1994 North American free-trade agreement.

The Prime Minister has also enlisted former Progressive Conservative prime minister Brian Mulroney and Derek Burney, Canada’s past ambassador to Washington who played a key role in the 1989 Canada-U.S. free-trade agreement, to open doors in D.C. for the Liberal government.

The Canadian strategy includes outreach efforts to U.S. senators and congressional representatives in the 35 northern states. In addition, Mr. Trudeau and Mr. MacNaughton appeared in a video message to the U.S. Congress last week stressing the strong economic relationship between the two countries, including the fact Canada is the largest foreign market for U.S.-made goods and services.

OTTAWA – Prime Minister Justin Trudeau is expected to give his year-old cabinet a facelift on Tuesday, shifting some weak ministers, promoting strong performers, bidding adieu to some veterans and injecting new blood as his government braces for Donald Trump’s imminent ascension to the U.S. presidency.

Sources tell The Canadian Press that the shuffle will involve up to a third of Trudeau’s cabinet posts.

Among the ministers who could be moved is International Trade Minister Chrystia Freeland, who is believed likely to replace Stephane Dion at Foreign Affairs.

Freeland, a former economics journalist with extensive contacts in the United States, is credited with deftly navigating through some eleventh-hour obstacles that threatened last fall to scupper the Canada-European Union free trade agreement — potentially valuable experience for dealing with the incoming Trump administration.

Trump, whose inauguration takes place Jan. 20, has vowed to adopt an unapologetically protectionist, America-first policy on trade, including re-opening or even tearing up the North American Free Trade Agreement.

Dion’s tenure at Foreign Affairs has been a rocky one, marred by controversy over his approval of a $15-billion arms deal with Saudi Arabia. His prickly demeanour could also be ill-suited to dealing with the unpredictable Trump, who has demonstrated a tendency to easily take offence.

Rumours have swirled for months that Dion was to be named ambassador to France but he has denied any interest in the plum post. Sources suggested late Monday that he may be named ambassador to the United Nations.

Immigration Minister John McCallum is also expected to quit politics, with sources suggesting he’ll be named ambassador to China.

News of the shuffle leaked out Monday, just as the Prime Minister’s Office confirmed that Trudeau’s two top aides, Katie Telford and Gerald Butts, have been meeting with some of Trump’s senior advisers, building bridges to the incoming administration.

Also believed to be in the shuffle mix are Status of Women Minister Patty Hajdu, seen as a strong performer who is expected to take over the labour portfolio from MaryAnn Mihychuk, who is being dumped from cabinet altogether.

Democratic Institutions Minister Maryam Monsef — widely criticized for her handling of Trudeau’s promise to reform Canada’s voting system — is expected to take over Status of Women.

Sources, speaking on condition of anonymity because they were not authorized to disclose details publicly, expect several new faces in cabinet. Among the potential newcomers are Francois-Philippe Champagne, who is parliamentary secretary to Finance Minister Bill Morneau, as well as Toronto MPs Adam Vaughan and Marco Mendocino and Burlington, Ont. MP Karina Gould.

Transport Minister Marc Garneau’s name was also in the wind on Monday night.

In his first cabinet of 30 ministers, Trudeau famously appointed an equal number of men and women “because it’s 2015.” That parity was upset last fall when Hunter Tootoo resigned from cabinet and the Liberal caucus in order to seek treatment for alcohol addiction following what he later admitted was an inappropriate relationship with a female staffer.

It is assumed that Trudeau will want to restore the gender balance with Tuesday’s shuffle.

This week’s shuffle may well be a prelude to another reset expected midway through Trudeau’s first mandate. Insiders expect a major realignment this summer, with a cabinet shuffle followed by a throne speech to kick off the second half of the mandate.

Chrystia Freeland has been appointed Canada's new minister of foreign affairs in a shakeup of the federal Liberal cabinet.

But the future of the man she is succeeding is unclear.

Freeland, who leaves the international trade portfolio, replaces veteran MP Stéphane Dion. Sources told CBC News Dion was offered the position as Canada's ambassador to the European Union and Germany, but a statement from Prime Minister Justin Trudeau released Tuesday did not mention a future role for the long-serving minister.

"I, and all Canadians, owe him a deep debt of gratitude for his service," it read. "I know I will be able to continue to count on his wisdom and his tireless service, and look forward to the next chapter of Mr. Dion's contributions to our country."

In contrast, the statement said outgoing immigration minister John McCallum will be named Canada's ambassador to China.

The swearing-in ceremony for the new ministers is taking place at Rideau Hall and CBCNews.ca is carrying it live.

Other changes announced today:

  • François-Philippe Champagne becomes minister of international trade.
  • Patty Hajdu moves from status of women to labour.
  • Maryam Monsef transfers from democratic institutions to status of women.
  • Karina Gould is named minister of democratic institutions.
  • Ahmed Hussen becomes minister of immigration, refugees and citizenship.
Hussen, Canada's first MP of Somali descent, is a lawyer and community activist in the Toronto riding of York South-Weston.

Gould, 29, a former trade and development worker who represents the riding of Burlington, Ont., was promoted from her previous role as parliamentary secretary to the minister of international development.

Champagne, a first-term MP for the Quebec riding of Saint-Maurice–Champlain, is a former businessman and lawyer. He was considered a strong performer as parliamentary secretary to Finance Minister Bill Morneau.

McCallum, Dion assume ambassador roles
McCallum, 65, served as defence minister under former prime minister Jean Chrétien and presided over the veteran affairs file in former prime minister Paul Martin's cabinet. He led Canada's efforts to bring 39,500 Syrian refugees to Canada.

Dion, 61, was environment minister under Martin and then succeeded him as party leader, a position he held until shortly after the party lost 18 seats in a 2008 federal election defeat.

Monsef, the Ontario MP for Peterborough-Kawartha, has taken criticism for her handling of the electoral reform file, and was forced to apologize last month for accusing MPs on the special committee studying the issue of shirking their duties.

MaryAnn Mihychuk was also shuffled out of her office as minister of Employment, Workforce Development and Labour.

Freeland banned from Russia
Freeland, a former journalist, was praised for stickhandling the Canada-European Union free trade agreement, where she gained experience that could be valuable in dealing with the new administration of U.S. president-elect Donald Trump.

Freeland was among 13 Canadians slapped with retaliatory sanctions by Russian President Vladamir Putin in 2014. The punitive measures were imposed to counter Canadian sanctions against Russian officials over aggression in Ukraine and Crimea.

Today, the Russian Embassy in Ottawa confirmed to CBC that Freeland is still subject of those sanctions, which ban her from travelling to the country.

Trudeau's cabinet was sworn in just over 14 months ago with an even number of men and women, but has already seen a few changes.

Last May, former fisheries minister Hunter Tootoo was dropped from cabinet for personal reasons and replaced by former government House leader Dominic LeBlanc. In a midsummer move, Small Business and Tourism Minister Bardish Chagger was handed LeBlanc's House leader duties.

Shuffle precedes Trump inauguration
The inauguration next week of U.S. president-elect Donald Trump has put new focus on the government's handling of the Canada-U.S. relationship. A shuffle allows Trudeau to move perceived strong ministers into roles that are critical to that relationship while addressing some of the weaker performers.
