Sunshine List: Ottawa's big-earners are hospital, education and city bosses

Ottawa’s biggest public service earners in 2016 are who you would expect: bosses of hospitals, post-secondary institutions and city hall.

The province on Friday released its annual Sunshine List of public servants who made $100,000 or more in the previous year.

For Ottawa residents, the names will ring a bell.

Ottawa Hospital president Jack Kitts pulled in $630,485 in salary and $69,117.47 in taxable benefits. Alex Munter, president and CEO of CHEO, made $329,999.81 in salary and received $1,681.20 in taxable benefits. Tom Schonberg, president and CEO of the Queensway Carleton Hospital, received $316,116.40 in salary and $1,976.40 in taxable benefits.

Former University of Ottawa president Allan Rock, who was in the role until June 30, 2016, raked in $394,999.92 in salary and received $46.80 in taxable benefits, while current university president Jacques Frémont made $197,499.96, plus $7,223.40 in taxable benefits.

Roseann Runte, the outgoing president of Carleton University, made $358,471.97 and received $41,533 in taxable benefits. Cheryl Jensen, president of Algonquin College, made $332,100.12 in salary and collected $2,034.60 in taxable benefits.

There are 2,884 employees of the City of Ottawa on the Sunshine List, a decrease of 28 from the previous year. Of the 2,884 employees, 64 per cent are first responders, such as police, firefighters or paramedics. There are 1,203 police staff in the six-figure club.

When police and library employees aren’t taken into account, 39 per cent of the staff on the City of Ottawa’s list have a base salary less than $100,000, but, according to the city, they crack the threshold because of several reasons, including retroactive payments, overtime, on-call pay and vacation payouts.

Medical officer of health Isra Levy topped city hall’s salary list with $302,412.41 in pay, plus $9,555.24 in taxable benefits.

Then comes Ottawa Police Chief Charles Bordeleau with a salary of $281,511.93 and $12,149.54 in taxable benefits, and Deputy Chief Jill Skinner with $272,208.71 in salary and $12,235.04 in taxable benefits.

Outside of the health unit and police force, the top salary earner in the city bureaucracy was John Moser, who pulled in $269,596.13 in salary and $8,210.40 in taxable benefits. Moser was the general manager of planning until recently.

Robin Taylor, associate medical officer of health for policy and partnerships, rounded out city hall’s top five earners with $263,892.15 in salary and $708.72 in taxable benefits.
