Transportation Committee today approved a policy for allowing the posting of a speed limit of 30 kilometres per hour on existing roadways, but only where the lower limit meets traffic management best practices and supports the safety of vulnerable road users.
The 30-kilometre speed limit report is a response to requests from residents and Councillors to develop policies that encourage increased public safety on Ottawa streets.
An On-Street Parking Regulation Change Policy, approved by committee today, will establish a consistent process to change neighbourhood parking rules and ensure public consultation takes place before any change is made.
Under the policy, when there is a request for a parking regulation change, such as reduced parking hours being allowed, City staff will review collision records and do a site visit. If there are no safety concerns, the residents asking for the change will be given a petition and a list of residents who must be canvassed. For the change to happen, two thirds of the residents affected must support it, as well as the Ward Councillor .
Committee also received a report based on detailed studies of Westboro and Wellington West parking, involving extensive community consultation, that recommends a number of specific measures to improve the parking situation. This report does not recommend instituting paid parking for Westboro and Wellington West, as the required agreement of community associations, BIAs and the Ward Councillor has not been secured.
These reports will be considered by City Council on Wednesday, April 12, 2017.
