Ottawa political author and consultant Bob Plamondon has been named interim chair of the National Capital Commission, as his predecessor Russ Mills officially stepped down Saturday after 10 years at the helm.
For the first time in the Crown corporation’s history, the federal agency publicly called for applicants for the chair position in February.
Applications have closed and there has been no word on when a permanent new chair will be named.
Faced with the uncertainty, the full board of directors voted earlier this month that Plamondon serve as interim chair.
It is not known whether Plamondon, 59, is a candidate for the permanent position.
Dr. Mark Kristmanson continues as the NCC’s chief executive officer, a position he has held since 2014.
The NCC chair also sits on the corporation’s executive committee, which handles most of the day-to-day operational matters that don’t reach the full 13-member board.
Plamondon, named to the board in 2014 by then-foreign minister John Baird, is a consultant on public administration and policy issues and is the author of political history books Blue Thunder: The Truth About Conservatives From Macdonald to Harper, and The Truth About Trudeau, an examination of the legacy of former PM Pierre Elliot Trudeau. His board term officially ends in 2018 but can be renewed for four years.
Plamondon was an advisor for the City of Ottawa for many years as well as an evaluating consultant for a number of federal agencies. He is or was a director of Export Development Canada and Via Rail, and is currently working to establish a school of government at the University of Ottawa.
He was also behind the decision to rename the NCC parkway in the west end the Sir John A. Macdonald Parkway.
Plamondon will be acting chair when the corporation lays out its plan for the capital region’s next half-century on May 9.
In an interview with a business publication, Plamondon noted that future boards will be guided for decades on priorities set out in the plan on issues such as development of the region’s shorelines, the future of Victoria Island and relationships with First Nations, and the future of the prime minister’s residence.
