Ottawa – Transportation Committee today approved the creation of a Barrhaven Rail Safety Program, the next step towards implementing rail grade separation in Barrhaven.
Establishing the program includes approving funding in the draft 2018 budget for environmental assessments for crossings at Woodroffe Avenue, Southwest Transitway and Fallowfield Road, and for a stand-alone pedestrian and cycling underpass at Jockvale Road. Beginning the environmental assessments will position the City for federal and provincial funding for transportation infrastructure. Discussions with VIA Rail regarding funding contribution will also need to take place.
Despite a challenging winter with higher than average snowfall and rainfall, Committee received a report today outlining how the City is on track to save $600,000 this year in its winter operations on roadways.
After receiving positive results from designing five plow routes to better distribute snow and provide more equitable service delivery, the City will expand this service enhancement to one residential plow route per ward. The City also changed service delivery models for incidental after-hours work, moved to a high-performance cold-patch product for potholes, provided more training to crews on salt application and offered free overnight parking in City garages during big storms. As a pilot in one neighbourhood, the City got residents to park their cars on one side of the street to allow for better snow clearing and wider travel lanes.
The report also highlights that the City of Ottawa exceeds provincial standards in clearing streets, sidewalks and major roads in winter. The City will continue to work on new approaches to winter maintenance to save money while meeting maintenance quality standards.
Committee also approved an update to the Transportation Impact Assessment Guidelines to encourage sustainable modes of transportation by ensuring that sites are well integrated into the transportation network for all modes.
These reports will be considered by City Council at its meeting on Wednesday, June 14, 2017.
