The revitalization of the ByWard and Parkdale Markets has reached a significant milestone today, with the selection of the inaugural Board of Directors for the new Municipal Services Corporation, which will assume oversight of both markets on January 1, 2018.
A selection committee composed of Mayor Jim Watson, Councillor Mathieu Fleury and Councillor Jeff Leiper reviewed the applications of approximately 75 candidates who responded to the public call-out for Board members in May 2017. Candidates were assessed on the basis of their leadership skills, business experience and community awareness.
The Board, which has been tasked with developing a renewed vision and mandate for the markets, will be led by the three-member Executive Committee, appointed for a three-year term:
Six additional board members were appointed after consideration and approval by City Council. The following three members were selected for a two-year term:
A further three members were chosen to serve for a period of one year:
The terms of all members of the Board will begin on the date of incorporation of the Municipal Services Corporation, which is expected to take place later this month. Once incorporated, the Board will administer its own processes, including recruitment and nomination of future members. Nominations will be subject to approval by City Council.
The next steps in the process of establishing the new management of the ByWard and Parkdale Markets will take place over the coming months, including the incorporation of the Municipal Services Corporation, a formal orientation for Board members by City staff, and the hiring of the Executive Director. The transition process will be reviewed by Council in the fall, in advance of the transfer of management on January 1, 2018.

Board of Directors – Municipal Services Corporation
Peter Hume, Chair
Peter Hume was a Councillor for the City of Ottawa for over 23 years. During his time on City Council, Peter chaired the Environmental Services Committee, the Planning and Environment Committee and the Planning Committee. He also sat on the boards of a number of organizations, including the Municipal Pension Centre of Ontario, the Association of Municipalities of Ontario and the Municipal Property Assessment Corporation.
Since leaving the City of Ottawa, Peter has worked as an urban strategist for HP Urban Inc., a strategic advisory firm specializing in urban planning, urban development and environmental affairs. He is also a member of the Elmwood School Board of Governors.
Dennis Jackson, Vice-Chair
Dennis Jackson C.F.P., PFP, MBA., is currently the Chair of United Way Centraide Canada. He is the former Chair of the Board of United Way Centraide Ottawa and also served as Chair of the Campaign Cabinet. He currently sits on the Sprott Business School Advisory Board and the Telus Ottawa Community Investment Board.
Dennis has been involved in a wide variety of not-for-profit organizations in the area. In recent years, he has served on the boards of the Ottawa Hospital Foundation, Motorcycle Ride for Dad, The Elvis Sighting Society, Nordic Walk with Ottawa Regional Cancer Foundation and the Youth Services Bureau Foundation. He recently retired as Vice-President for the Ottawa & West Quebec division of Scotiabank. He and his wife Dorothy reside in Ottawa, as do their four adult children and nine grandchildren.
Chantal Gingras, Treasurer
Chantal Gingras, CIRP, is managing partner and President of Ginsberg Gingras & Associates Inc, a mid-size insolvency firm with operations across the province of Quebec and Eastern Ontario. Chantal is a Licensed Insolvency Trustee for both the provinces of Ontario and Quebec and has been working in the fields of mid-market, small business and consumer insolvency for the past 20 years.
On a personal note, she is Franco-Ontarian with strong ties to the Ottawa community. She is an alumna of the University of Ottawa and the proud mother of two teenage boys.
Ian Fraser
Ian Fraser is an entrepreneur who is owner and partner at Somersault Events, Human Power Performance and Cyclelogik. He was born and raised in Ottawa and graduated from Carleton University. He currently sits on the Board of Directors of the Innovation Centre at Bayview Yards.
Ian has a long history of community involvement, including stints on the boards of the OCISO Nonprofit Housing Corporation and the Wellington West BIA. Always an advocate for all things Ottawa, Ian is fiercely proud of his home and committed to making our city as engaging, welcoming and innovative as possible. Ian is a former national team triathlete and continues to carry a deep connection with that community. When he isn’t swimming, riding or running Ian enjoys spending time with his son Trae and wife Heather.
Catherine Frechette
Catherine Frechette is Senior Director of Destination Development at Ottawa Tourism. She comes by her passion for travel and tourism honestly, having spent her childhood years between Ottawa and Munich. After completing her bachelor’s degree in Music at Queen’s University, she completed her master’s degree in Communications and Media Studies at Concordia University in Montreal.
Her career in the tourism industry began in B.C.’s verdant Okanagan Valley, where she worked for over 11 years at Tourism Kelowna in media relations, including travel media and corporate communications. Her travel stories ran in widespread outlets, with audience exposure totalling 500 million.
Lauren Kennedy
Lauren Kennedy is Senior Government Relations Officer for Chicken Farmers of Canada and an active volunteer in Ottawa, with a passion for our community and helping others.
Lauren has a degree in Political Science from Brock University and a post-graduate degree in International Business from Niagara College. Her political and public policy experience include working at the United States Embassy, for two Members of Provincial Parliament in Ontario and in the Office of the Premier of Ontario. Lauren has also worked as a Senior Government Relations Analyst with MNP LLP, leading the company in the development and overall implementation of a government relations strategy.
In her spare time, Lauren is a Board Director and Committee Chair for the AIDS Committee of Ottawa, practices yoga and plays a variety of outdoor sports.
Kathleen Macmillan
Kathleen Macmillan is an economist specializing in trade and industrial policy. She has worked for the Canada West Foundation, the C.D. Howe Institute and as Vice-Chair of the Canadian International Trade Tribunal. Her work has been widely published and she was a frequent media contributor on public policy matters.
More recently, she served on the Board of Trustees at Queen’s University and on the boards of Ashbury College and Fernhill School. She is an active community volunteer and takes particular pleasure in the time she spends at The Boys and Girls Club of Ottawa.
Suneeta Millington
Suneeta Millington is a lawyer and Foreign Service Officer with Global Affairs Canada specializing in international law and international security. In addition to multiple positions within the Legal Affairs Bureau and the Strategic Policy Branch, her career has spanned postings to the United Nations in New York and Geneva, an assignment as the Canadian Government Observer to the Guantanamo Bay Military Commission Proceedings and a multi-year exchange with the Office of the Judge Advocate General in the Canadian Armed Forces. She has extensive multilateral negotiating experience and represented Canada on numerous international treaty delegations.
Suneeta is an active community volunteer; she is the former Vice-President of Action Sandy Hill, and she currently serves on the National Arts Centre’s Southam Club Committee and as Co-Founder and Chair of the Prime Ministers’ Row initiative. She lives in central Ottawa with her husband and three children.
Greg Skotnicki
Greg Skotnicki is President of Market Maker Agriculture, a start-up company with the vision to strengthen Canada's agriculture industry. Greg spent his high school years in Ottawa and returned after graduating from the Royal Military College of Canada and earning an MBA from Queen’s University. In Ottawa he saw a hidden gem with the potential to be a first class city, and decided to launch his entrepreneurial career here.
In the past two decades, Greg founded an alternative healthcare clinic, helped launch the Maverick Volleyball Club, and played an integral role in building Ionalytics Corporation, a biotech start-up. As former President of Manderley Turf Products, he transformed it from a struggling business into Canada's largest sod supplier and one of Canada’s 50 Best Managed Companies.
Greg is excited to be appointed to the Municipal Services Board. He is eager to apply his vision and experience to help change the ByWard and Parkdale markets into places where Ottawans and visitors gather to taste, shop, and be entertained.
