The University of Ottawa and Carleton University fared well in a survey of 14 Canadian campuses to see how they ranked in the battle against sexual violence.
uOttawa received a B grade and tied with three other schools for second place in the ranking while Carleton was given a B minus and ranked sixth. The survey, Our Turn: A national student-led action plan to end campus sexual violence, was released Wednesday. It was a joint project undertaken by 22 student unions from eight provinces.
Ryerson University in Toronto ranked first with an A minus grade. Concordia in Montreal was last with a D minus.
The study originated with three Carleton University students who were upset by the way their school administration drafted its own sexual violence policy. which they said ignored much of the input given by the st12 udents themselves.
The students, Caitlin Salvino, Kelsey Gilchrist and Jade Cooligan-Pang, began writing their own response to Carleton’s administration, but took the project national when they realized other campuses were dealing with the same complaint.
The action plan, the authors say, “Is the first step for students to take meaningful action to combat campus sexual violence.”
They define sexual violence as sexual assault, sexual harassment, stalking, indecent exposure, voyeurism and distributing sexually explicit pictures or videos without consent. It also includes the practice of “stealthing,” that is, the non-consensual removal of a condom, which exposes the victim to pregnancy and/or sexually transmitted disease.
The rankings rate the schools on a weighted scale of 45 issues, the most important being the existence of a sexual violence policy, which all 14 campuses had. A perfect score is 100.
Ryerson numerical rating was 81. Lakehead University in Thunder Bay was second with 75.5
uOttawa score was 73 and lost marks for such things as allowing complaints to be suspended if the accused leaves the school and for not specifically mentioning ‘rape culture’ in its policy.
Carleton scored points for using the term rape culture, but lost marks for now explicitly mentioning that complainants will be told what sanctions will be taken against the respondent and for allowing the school to end an investigation if the complainant also goes to police.
Six of the 14 universities surveyed were given D grades: Dalhousie University, University of PEI, University of Regina, Memorial University, University of Winnipeg and Concordia University.
