Police disciplinary charges laid by the police watchdog against three Ottawa officers that were shrouded by secret proceedings were stayed last month, the Citizen has learned.

The charges — against an inspector and two constables for allegations made against them while they were in the drug squad — were laid by the Office of the Independent Review Director and came to a hearing which began in September 2016.

All three officers had been charged with neglect of duty, breach of confidence and two counts of discreditable conduct under the Police Services Act. The charges stemmed from what the force previously described as allegations of “abuse of authority and breach of confidence arising out of the disclosure of personal information of an individual.”

The day the hearing began, the police service asked to keep it hidden from the public in a rare “in-camera” hearing. That was granted after a hearing officer found that “informant privilege” applied in the case.

The police did not elaborate on why the charges were stayed.
