A 20-year-old Eganville man already facing charges in a police chase that ended in the death of an Arnprior woman now also faces a first-degree murder charge.
On Sept. 25, Sheila Welsh, 65, was declared dead at the scene after her car was struck by a stolen Ford F150 on Daniel Street in Arnprior. Police had been pursuing the truck.

Zachary Wittke already faces numerous charges in the Sept. 25 collision, including dangerous operation of a motor vehicle causing death, flight while being pursued by police, driving while disqualified and theft of a motor vehicle over $5,000.
Although barely out of his teens, Wittke has been convicted in several cases involving stolen vehicles and police chases. He was under a lifetime driving ban.
In 2013, Wittke, then 16, and an unnamed 13-year-old girl attracted international attention for a cross-border chase involving a series of stolen vehicles and collisions with border patrol vehicles. Wittke was arrested in Maine, where a court sentenced him to 30 days in jail on a charge of aggravated assault for ramming a U.S. border guard’s vehicle.
Back in Canada, Wittke was sentenced to two years in jail and two years of parole in April 2016 after he pleaded guilty to theft of a vehicle, possession of a weapon, uttering a death threat and threatening a peace officer. Wittke had filmed himself driving a stolen truck and posted a clip to Facebook, claiming he was “homicidal and suicidal,” and challenging police to come after him, saying, “If you chase me, I will make sure someone dies. I dare you to chase me and see if I am joking.” He then claimed to be armed with a hammer, knife and ratchet before threatening, “I will kill a police officer.”
OPP in Killaloe were notified of the video and later found the stolen truck abandoned on Highway 17 at March Road in Kanata. At the same time, Ottawa police were called to the Chapters bookstore on Pinecrest Road, where Wittke was barricaded in a bathroom. He was taken into custody following a brief standoff.
OPP officers from the Renfrew Detachment under the direction of Detective Insp. Rob Hagerman of the Criminal Investigation Branch are continuing to investigate the events that led to Welsh’s death. The province’s Special Investigations Unit is also probing the incident.
Wittke is to appear in the Ontario Court of Justice in Pembroke to face the new charges on Wednesday.
