Welcome to winter.

Tuesday morning features snow-covered roads, a hydro outage and school bus cancellations in outlying areas. And yes, schools are open today.

The City of Ottawa’s traffic centre is warning of disruptions in the area of Kars, Manotick, North Gower and Osgoode due to a power outage that Hydro One reports is affecting 5,800 customers. Power wasn’t expected to be restored until well into the morning commute.

Meanwhile, Ottawa school buses set out as usual but service to some schools in outlying areas, including those heading to Upper Canada District School Board and Catholic District School Board of Eastern Ontario, are cancelled.

A traffic hotspot in the early going on the Quebec side: Motorists reported that Hwy. 5 southbound was jammed at Haute Pleine and drivers were using the emergency turnarounds to give up on their morning commute.

Motorists took to Twitter to offer traffic updates.

“Hey Kanata! If you aren’t already on the 417 heading east you might want to think twice,” warned one. “Work from home if you can.” Added another, “plow parade is out on the eastbound 417 near Bayshore. Doesn’t seem to be making a difference to traffic speed though.”

OC Transpo warned that the weather might cause service delays and cancelled a string of trips. The Ottawa airport listed a few cancelled flights.

Environment Canada’s special weather statement is still in effect warning of an Alberta Clipper bringing lots of snow.

The agency predicts 10 cm Tuesday bringing total accumulation to up to 20 cm.

Adding to the wintry blast are northeast winds at 20 km/h gusting to 40 and switching to northwest at 30 km/h gusting to 50 Tuesday night.

Tuesday’s high is -7 C and low is -13 C.

Periods of snow and local blowing snow are forecast to end Wednesday morning but northwest keep blowing at 30 km/h gusting to 50 with a high of -12 C.
