Ottawa awoke to a frigid -21 C Thursday morning and morning traffic heading downtown from the west end seemed equally frozen.
The public health department has issued a frostbite advisory when the windchill dips below -25. Environment Canada reported a bitter -31 windchill.
The city’s traffic centre warned motorists of heavy and slow traffic on the long stretch of eastbound Highway 417 from Highway 416 to Rochester Street due to an early morning multi-vehicle crash near that exit.
The crash was cleared at about 7:15 a.m. but traffic remained heavy.
OC Transpo was reporting a string of cancelled trips that had bus riders waiting up to 20 extra minutes.

The key to staying warm is dressing in layers. 3 are recommended:
1–The layer closest to your skin should be clothing that wicks moisture away
2–A warm insulating layer such as a sweater/ sweatshirt

The forecast stays frigid through the weekend.
Thursday is expected to be mainly sunny with westerly winds at 20 km/h gusting to 40 near noon with a high of -14 C that will feel more like -29 and a low of -20 C.
The clouds roll back in Friday with a 70 per cent chance of afternoon flurries, a high of -9 C and a low of -13 C.
Saturday is forecast to be cloudy with a 40 per cent chance of flurries, a high of -10 C and a low of -23 C.
For Sunday, expect clouds, a 30 per cent chance of flurries, a high of -14 C and a low of -17 C.
Monday’s forecast is for clouds, a 60 per cent chance of flurries and a relatively-balmy -6 C dipping to -9 C overnight.
Hang in there for Tuesday with a forecast high of 0 C.
