Ottawa pedestrian struck by cars and dragged expected to survive, says relative

The Ottawa man who was struck by two cars before being dragged for a kilometre by another vehicle is expected to survive his injuries, a relative says, as police continue to search for the drivers, all of whom fled the scene.

The 52-year-old victim, identified as Victor Carbon, remained unconscious and in serious condition Wednesday at The Ottawa Hospital.

He suffered “severe” road rash and other serious injuries, but they’re not considered life-threatening, said his niece, Ashley Leclair.

“It will be a long recovery, but we expect a full one nonetheless,” Leclair said. “He is surrounded by his family and they’ll be there with him every step of the way.”

Carbon was struck by two cars as he crossed Baseline Road on Christmas Eve and dragged one kilometre by a van that turned north onto Merivale Road. He was carried beneath the van’s undercarriage as far as Trenton Avenue, where paramedics found and treated him.

The Ottawa Police Service’s collision investigation unit appealed for the public’s help Wednesday in finding the drivers and vehicles involved in the hit-and-run.

An eyewitness to the incident, Dave Gignac, who raced onto Baseline Road to help the downed Carbon, said he was relieved to hear he would survive his injuries.

“He’s a lucky man, I tell you. Maybe somebody was watching out for him,” said Gignac, 52, a long-haul truck driver now on disability. “I’m glad he’s going to be OK because it has really bothered me the past few days. From what I saw, I didn’t think he had much of a chance.”

Gignac had gone to Christmas Eve mass with his daughter at St. Augustine Parish and was waiting outside for a ride when he saw Carbon trying to cross Baseline, east of Merivale Road, around 5:45 p.m.

Carbon, walking north across the street, made it to the median without incident, but as he stepped into the westbound lanes of traffic, he was clipped by a car and knocked off balance, Gignac said, then struck hard by a second vehicle, a white car. It sent him flying in the air, and when he landed, a van drove over him and he became lodged in its undercarriage.

Gignac ran toward Carbon waving his arms in an attempt to stop traffic, but by the time he reached the scene, Carbon had been dragged away by the van, which turned north onto Merivale.

None of the cars involved stopped despite Gignac’s attempts to flag them down.

“It was one of those crazy situations. I saw it all happen in front of me, but I was helpless to stop it,” Gignac said Wednesday. “Not anyone stopping is what really shocked me the most, that people in this day and age would rather just keep doing their own thing and save their own bacon.”

Other motorists did stop to ask if Gignac was OK. He told them to call police because a pedestrian had been hit. When one driver asked him where the injured man was, Gignac pointed to Merivale Road and said he was being dragged down the street.

“They looked at me with total disbelief,” he said. “They couldn’t see a body or anything there. I think they thought I was off my rocker.”
