NCC, RendezVous have agreement in principle on LeBreton Flats

The National Capital Commission and RendezVous LeBreton Group are closer to actually building something on LeBreton Flats.

The NCC board approved the terms of a preliminary agreement on Thursday. The business terms will pave the way for the final negotiations of the master development agreement.

“It’s also a milestone date for the modern NCC,” board chair Marc Seaman said during the meeting, later calling it a “watershed moment.”

NCC CEO Mark Kristmanson said it’s a “significant step” since the agreement will lead to a master development agreement. All the approvals are scheduled to be wrapped up in 2019, with construction scheduled for 2019-2020.

Both sides have agreed on a “fair market value” for the land, according to the NCC. Costs were not divulged during the meeting.

RendezVous, whose major partners are the Ottawa Senators and Trinity Group, won negotiating rights in April 2016 after beating another group in a high-profile design competition. After preliminary talks, the NCC declared RendezVous as the “preferred proponent” in November 2016, kicking off formal negotiations.

There’s hardly been a peep on the talks since then. Some of the big players have changed, too. The federal government appointed NCC chair Marc Seaman in mid-2017. The Senators appointed Tom Anselmi president and CEO of the club at the beginning of 2017.

RendezVous wants to build an 18,000-seat NHL arena, twin-pad Sensplex, multi-sport “abilities” centre and a mixed-use community that includes affordable housing.

The Senators would move to the new arena but the club hasn’t said what it plans to do with the Canadian Tire Centre.

The City of Ottawa is poised to play an active role in remaining negotiations, since much of what will happen at LeBreton Flats will have direct impacts to the municipality when it comes to transportation and utilities.

NCC advances plans for Ottawa River shorelines

The agency presented draft plans for the north and south shores of the Ottawa River.

The plan for nine kilometres of shoreline on the southwest side of the river, between LeBreton Flats and Mud Lake, has ideas to enhance the waterfront experience, environment, cultural experience and connectivity. They include boardwalks, lookouts, trails and beaches. There are also proposals to reduce the number of conflicts between people and pesky Canadian Geese.

The draft plan for the Sir John A. Macdonald riverfront park can be found on the NCC’s website, along with a survey.

The agency also continues developing a plan for a smaller stretch of the north shore. The board will receive the final north shore plan in April.
