The Special Investigations Unit has terminated its investigation into the death of a 21-year-old man who was found without vital signs in an Ottawa apartment on March 7, 2017.
In a report, the SIU said a member of the victim’s family contacted Ottawa police to report that the man had sent a message indicating he intended to take his life. Police were dispatched to check on the man’s well-being. The family member then also contacted 911, prompting the emergency dispatch of paramedics and firefighters.
Ottawa firefighters were first to arrive at the man’s address and, after forcing their way into the residence, found the man without vital signs. Paramedics and police arrived shortly after.
CPR was performed and the man began breathing again and was transported to hospital. The man’s condition did not improve and he died two days later in hospital.
An examination of man’s body determined the cause of death to be related to taking drugs including fentanyl, ethanol and lorazepam.
“The man’s death was the result of a drug overdose,” SIU director Tony Loparco said in the report.
“The police officers arrived shortly after other first responders, and there was nothing they did or omitted to do that contributed to the man’s death.:
Accordingly, the SIU has suspended its investigation into police conduct.
The SIU is an arm’s length agency that investigates all reports involving police where there has been death, serious injury or allegations of sexual assault.
