Closure of eastbound ramp from Carling to Queensway raises commuters' hackles

The announcement that the eastbound on-ramp to the Queensway from Carling Avenue, just west of Westgate Shopping Centre, will close permanently drew online outrage and anxiety on Thursday.

“Anyone who has ever exited westbound at Kirkwood Avenue already knows how poorly designed it is. Diverting more people onto that specific section — highway underpass to the Kirkwood intersection– is a recipe for disaster and frustration,” said Ottawa resident Melissa Dimock, after commenting on the issue over Facebook.

As part of the planned widening of Highway 417 between Maitland Avenue and Island Park Drive, the Ministry of Transportation said, the “low volume” ramp will close by Monday.

Drivers heading east will have to use the nearby on-ramp at Carling and Kirkwood, which is busier and will likely add a few minutes to daily commutes.

“Whenever ramps are closed temporarily or permanently, it often messes up bus runtimes,” said OC Transpo bus driver, Alexandre Larose, after discussing the number of daily commuters on a Facebook post. “Of course, it will also lengthen the commute for drivers that rely on this on-ramp to get wherever quicker.”

AN MTO study found that the ramp carried about 360 vehicles per hour during the morning peak. With volumes decreasing throughout the day, it was one of the lowest volumes ramps in the entire city.

“What really upset Councillor (Jeff) Leiper and I was that MTO did not believe there would be any cars that would come through the residential communities to find shortcuts to the next on-ramp,” Brockington explained.

“So we forced them to do a more detailed transportation study and it indicated absolutely — both on the north and south sides of Carling — that the residential streets will have cut-through traffic.”

This could create a huge problem, the Carlington Community Association said on its website. It pointed out that commuters will use Codrey Avenue as one of these shortcuts, passing an elementary school and community health centre along the way.

Brockington said he convinced the MTO to fund speed bumps for Coldrey Avenue, though they are expected to take at least a year to put in place.

No other permanent ramp closures are expected during the Queensway expansion, which will continue until the expected completion date in 2020. But some ramps will be closed for construction for between one and nine weeks.

The amount of the contract awarded for the project is $58.8 million.
