Quebec’s police watchdog says it has completed its investigation into the conduct of Gatineau police in the 2017 death of a woman who was handcuffed by police, then died in hospital.

The Bureau des enquêtes indépendantes, which examines cases of death or serious injury involving police, says it has forwarded its file on the death of Nadia Racine, 34, to the director of criminal and penal prosecutions and the coroner’s office.

“The (prosector’s office) will determine if it is appropriate to lay charges against the police officers involved,” the agency said in a brief release.

The agency does not indicate whether it has recommended any charges be laid.

The death occurred Jan. 24, 2017, when police went to an apartment on Charles Albanel Street after neighbours complained of loud noises.

They found the woman “agitated and delirious,” and said she had an unspecified head injury.

Police initially handcuffed the woman, but shortly afterward officers realized her condition was deteriorating and they called an ambulance.

She was taken to hospital where she died hours later.

Officials have not released any information about her injury or the cause of her death.
