The full rehabilitation of Elgin Street is scheduled to begin in early 2019. In advance of the City’s work, Bell Canada is upgrading their underground infrastructure, which is deteriorated and in need of repair. This work is essential, and needs to take place before the City begins its underground infrastructure renewal in 2019.
The work will be staged so that lane reductions and on-street parking impacts are limited to the area where the work is taking place, and will not affect the entire length of Elgin Street. Access to businesses and storefronts will be maintained at all times and residents and visitors are encouraged to continue to support the businesses during construction.
The first phase of Bell Canada’s work, from McLeod Street to Waverley Street, is nearing completion. Preparatory facilitation work for the second phase, including the relocation of some watermains near the intersection of Elgin Street and Nepean Street, will take place from May 4 to 7. Following this, the second phase of Bell’s work will begin on May 7 between Cooper Street and Gloucester Street only.

These restrictions will be in place from May 7 until expected completion in late June 2018, with the exception of a further watermain relocation near the intersection of Elgin and Lisgar that will take place from May 12 to 14:

May 4
- Beginning at 9 am on Friday, May 4, Bell Canada will be conducting preparatory work for their next phase of infrastructure upgrades
- Elgin Street southbound will be reduced to one lane of traffic from Lisgar Street to Nepean Street for the day
- No parking on Elgin Street from Nepean Street to Lisgar Street until May 7
- No parking on Nepean Street from Metcalfe Street to Elgin Street until May 7
- No parking on Lisgar Street from Elgin Street to 30 metres west of Elgin Street until end of June
May 5 and 6
- Traffic on Elgin Street will be reduced to one lane in each direction from Gloucester Street to Lisgar Street on the east side of the median
- No access to Elgin Street from Nepean Street
- Traffic on Nepean Street will be temporarily adjusted to two-way traffic between Elgin Street and Metcalfe Street
May 7
- Traffic on Elgin Street will be reduced to three lanes between Gloucester Street and Cooper Street. The west-side lane in this section will be closed
- No parking will be permitted on the west side of Elgin Street from Lisgar Street to Cooper Street
- Access to the City Hall Parking Garage will be maintained at all times
- No parking will be permitted on Nepean Street and Lisgar Street from Elgin Street to 30 metres west of Elgin
- Pedestrian access to businesses will remain open at all times
- Work is expected to be completed by late June
These restrictions will be in place from May 7 until expected completion in late June 2018, with the exception of a further watermain relocation near the intersection of Elgin and Lisgar that will take place from May 12 to 14:
May 12
- Traffic on Elgin Street will be reduced to one lane in each direction from Gloucester Street to Lisgar Street on the east side of the median
- No access to Lisgar Street from Elgin Street

- No parking on Lisgar from Elgin Street to Metcalfe Street
- The work is expected to be complete by May 14, and revert back to May 7 impacts described above.
