Committee approves funding for long-term care, and housing and homelessness

The Finance and Economic Development Committee today approved investing $3.25 million of one-time provincial funding to address findings of the long-term care reviews and to advance the 10-Year Housing and Homelessness Plan.

Of the $3.25 million, $1 million would go towards capital investments in the City’s four long-term care homes, including urgent equipment upgrades for items like beds and lifts, and for staff training and improved technology. The Committee approved that the $1 million be used as needed to augment the $800,000 investment approved by the Community and Protective Services Committee on April 30, to hire 35 additional support staff as soon as possible in 2018. In total, $1.8 million in new funding would be invested in the City’s Long-Term Care Services.

The remaining $2.25 million of provincial funding would be allocated to housing and homelessness, and staff would outline new initiatives that could be undertaken at an upcoming Committee meeting.

The Committee received its monthly update on the construction of the O-Train Confederation Line light-rail transit system. The train successfully travelled from the Belfast Maintenance and Storage Facility in the east to Tunney’s Pasture to begin vehicle and track testing on the western part of the line. Power has been connected at stations from Tunney’s Pasture to Pimisi, and elevators and escalators are being installed and commissioned at all 13 stations. Progress on vehicle assembly continues, with only one more of the 34 vehicles left to enter the assembly line.

Redevelopment of 1960 Scott Street is one step closer, following the Committee’s approval of a Brownfields Rehabilitation Grant and development charge credit for $449,700. Soil clean up is expected to take approximately two months. The proposed 24-storey residential building with ground floor commercial space and three levels of underground parking would be within walking distance of Westboro Station.

The Committee approved a new policy to guide how the City accepts donations for community benefit. This policy would ensure donations accepted by the City are managed in a fair and transparent way, while providing a public good to residents.

Items approved at today’s Finance and Economic Development Committee meeting will be considered by City Council on Wednesday, May 9.
