Warrant issued after Ottawa man skips U.S. arraignment on assault, hate crime charges

An arrest warrant has been issued in the U.S. for Brandon Vaughan of Ottawa after he failed to show up in a Washington, D.C. courtroom to face charges of assault and hate crime.

Vaughan, 23, was to have been appeared on a felony arraignment Tuesday morning for his alleged role in the beating of a Palestinian man at a March 2017 demonstration in Washington.

With Vaughan a no-show, the court issued a bench warrant for his arrest, said William Miller, a spokesman for the U.S. Department of Justice.

Vaughan is one of three men charged in the attack on Kamal Nayfeh outside the annual meeting the American Israel Public Affairs Committee conference. Nayfeh, a 55-year-old community college professor from North Carolina, needed 18 stitches to close a cut above his eye after he was punched, kicked and pummelled with flagpoles in the widely publicized attack.

Also charged in the assault were another Canadian, Yosef Steynovitz, 32, of Thornhill, Ont., and Rami Lubranicki, 59, of Howell, N.J. All three men are due back in court on July 31, Miller said.

Videos of the assault on Nayfeh show him surrounded by demonstrators wearing jackets of the ultra-conservative Jewish Defence League, who strike him with flagpoles carrying American, Israeli and JDL flags.

Vaughan’s indictment alleges that “while armed with and having readily available dangerous and deadly weapons, that is, a pole and a shoe, unlawfully assaulted and threatened Kamal Nayfeh in a menacing manner and intentionally, knowingly, and recklessly caused significant bodily injury to Kamal Nayfeh.”

The grand jury further charged “that such a criminal act demonstrated the prejudice of Brandon David William Vaughan based on the actual or perceived race, color, or national origin of Kamay Nayfey … a bias-related (hate) crime.”

The assault charge carries a maximum penalty of three years in prison and/or a $12,000 fine, which could increase to 4 1/2 years and $18,000 if convicted of the hate crime.

Vaughan is a prominent member of the Ottawa Proud Boys, a right-wing group that describes itself as “Western chauvinists.” He is also a regular at far right protests in Ottawa, Toronto and elsewhere in Canada.

In February, he was banned from Parliament Hill for 60 days after he was arrested by the RCMP during a “Hijab Hoax” demonstration that attracted hundreds.
