Hard Rock Casino Ottawa’s plans to expand the Rideau Carleton Raceway and Slots moved a step closer to reality today as the Agriculture and Rural Affairs Committee approved a zoning amendment for the site at 4837 Albion Road.
The casino aims to attract visitors to a diverse entertainment venue that would include a 2,500-seat theatre for live shows, restaurants, a nine-storey hotel and a parking garage for up to 1,200 cars. The amendment would also increase the permitted number of gaming tables from 35 to 55.
The proposal would see Hard Rock Casino Ottawa invest more than $318 million in this community, over six years. It is expected to create approximately 3,100 construction jobs and close to 900 permanent jobs, up from the current 400. It would generate significant economic development in rural Ottawa and beyond.
The Committee has directed City staff to complete an area traffic management study before construction could proceed. The casino would also need to provide a written commitment to work with City staff on any infrastructure improvements necessary to deal with additional traffic demand.
The Committee approved a new Site Alteration By-law that would replace the existing Drainage By-law and eight Topsoil Preservation By-laws carried over from former municipalities. The new by-law aims to reduce the risk of negative impacts by establishing basic rules for site alteration activities. This includes the removal of topsoil from land, the placement or dumping of fill on land, the alteration of the grade of land, or excavation by any means, including the clearing or stripping of vegetation from the land, the compaction of soil or the creation of impervious surfaces.
The Committee approved the addition of language clarifying that the by-law shall not restrict normal farm practices. It also restricts the section on protection of natural environment to the urban area and the lands within approximately two kilometres of the urban area.
Any place of worship or place of assembly across the city could soon be used as a venue for live music and performance after the Committee approved a zoning amendment. Under the Zoning By-law, dedicated live music venues are usually considered to be theatres or nightclubs. The proposed changes aim to open and formalize opportunities for live music and performance venues, in line with the Renewed Action Plan for Arts, Heritage and Culture that Council approved in 2012. The City’s Planning Committee will consider this item on Tuesday, May 8.
The Site-Alteration By-law and the Hard Rock Casino report will go to City Council on Wednesday, May 9. All other items approved at today’s Agriculture and Rural Affairs Committee meeting will go to Council on Wednesday, May 23.
