Two city councillors say the province didn’t give them enough notice about a Highway 417 ramp closure, and are calling for better communication amidst the multi-year widening of the thoroughfare.
According to Kitchissippi Coun. Jeff Leiper, Ontario’s Ministry of Transportation provided barely a week’s notice that the widening of Highway 417 would require the eastbound Carling Avenue off-ramp to be closed starting Monday for a four-week period.
“The key thing for us is that we need to get more notice of this from the Ministry of Transportation,” he said. “This sort of news will take people by surprise and, naturally, people reach out to the city councillor so we have questions to field without necessarily knowing all of the facts. It would be good to get more notice.”
Leiper’s comments were echoed by River Coun. Riley Brockington.
“While there was preliminary identification of temporary closures of on-ramps during the four-year process, administrators with (the department of) Transportation have been quite poor in communicating with the local councillors and by extension the communities we represent,” said Brockington, adding that he received no advance notice about the closure.
“I received notice at the same time they did. We took 12 hours to prepare an email and then I … immediately shared it with my community. I understand the necessity to do the work. I think it’s incumbent on the ministry to give communities as much notice as possible.”
The councillors and residents in the areas are concerned the closure will lead to more traffic through arterial roads such as Maitland Avenue, Woodward Drive and Laperriere Avenue.
They said they’d have liked more advance notice in order to put better traffic controlling measures in place and prepare those living near affected streets for the increase in cars.
Brandy Duhaime, a spokesperson for the ministry, said it notified the City of Ottawa about the closure on June 8. It said signage detailing the closure of the Carling Avenue exit had been in place since last Tuesday.
“The city and www.Ontario511.ca have also been tweeting and including information on their websites. Temporary ramp closures have always been part of the recommended plan for this expansion project. Ramp closures are needed to ensure the safety of the workers and motorists as the new lanes are built,” said Duhaime in an emailed statement.
“In December 2017, the ministry also reminded the public and councillors through a large flyer distribution that there would be temporary longer duration ramp closures throughout the construction period. The public can expect the Carling Avenue westbound on-ramp to Highway 417 westbound to be closed temporarily for up to nine weeks starting in August.
“The ministry understands the impacts these temporary ramp closures can have on the public, however, the closures are necessary.”
In March, an announcement about the permanent closure of the eastbound onramp to the Queensway from Carling, just west of Westgate Shopping Centre, drew outrage and anxiety from people living near the affected area.
As part of the planned widening of Highway 417 between Maitland Avenue and Island Park Drive, the ministry said the “low volume” ramp would have to close. Drivers heading east would have to use the nearby on-ramp at Carling and Kirkwood, which is busier and would likely add a few minutes to daily commutes.
