Recently I found there is always wet under the foot mat in the driver's side. Even before this rain. Is that because of the leakage of the chassis?

ps. Is there any cheaper place you can recommend for the anti-rust service?The car is 1995 Olds. I bought it this January, is that necessary to have it anti-rusted before this winter?
