The City’s Planning Committee today approved a zoning amendment that would see two 27-storey apartment buildings built above the Lyon light-rail transit station. Located between Albert and Queen streets, west of Lyon Street, the buildings would greatly increase the transit-oriented housing stock within the downtown core, promising 588 units in total.
The development would replace a surface parking lot at 383 Albert Street and a two-storey mixed-use building at 340 Queen Street. The towers are designed to sit on a nine-storey podium, animating the streetscape with ground-floor commercial space that would connect directly with the LRT station. It also includes four storeys of underground parking. This project is currently in negotiations for funding through the Canada Mortgage and Housing Corporation’s Construction Financing Initiative Program, which endeavours to provide affordable housing, as defined by that program.
The Committee also approved a zoning amendment to create a new land use for cannabis production facilities. The City’s Zoning By-law needs to be updated because existing provisions for marijuana production facilities were established strictly for medical cannabis production.
The amendment would give the City further control over where cannabis production could be permitted in Ottawa. Cannabis production facilities would be permitted in the same zones as medical marijuana production facilities, with additional yet limited permissions in other zones appropriate for outdoor cultivation and micro-processing.
The Planning Committee approved, for Council’s consideration, an official submission by the City of Ottawa on Bill 108, the More Homes, More Choice Act, 2019. The bill proposes amendments that affect multiple provincial Acts, many of which will have municipal implications.
Ottawa’s main concerns are related to proposed changes to the Development Charges Act, the Planning Act and the Ontario Heritage Act, and the official City comment provides constructive feedback on these matters along with recommended amendments.
Items approved at today’s Planning Committee meeting will go to Council on Wednesday, June 12.
