The City of Ottawa welcomes Valerie Turner as the General Manager of the new Innovative Client Services Department. Ms. Turner was born in Ottawa and is a bilingual, executive leader with more than 30 years of experience in the public and private sector. She has served in number of senior leadership positions including Assistant Director of Human Resources (HR) and Associate Chief Information Officer (CIO) and Chief Technology Officer (CTO) at the University of Ottawa, and most recently as Vice President of Information Technology at MD Financial Management. She will assume the role on August 29, 2019.
As Vice President of IT, Ms. Turner was a founding member of an incubator lab created to identify technology and societal disrupters and translate these into business opportunities for the company using artificial intelligence, robotics and blockchain technologies. She also led the creation of a comprehensive digital workplace strategy and innovation framework, in-sourced the IT service desk, and created an “Advisor Care” program to support front-office staff who are directly responsible for the client relationship.
In addition to Ms. Turner’s strong track record of delivering enterprise-wide, digital transformation initiatives, she also has significant HR, financial and strategic planning experience from previous roles at the University of Ottawa. This includes managing complex union issues, resource planning, developing service delivery models and leading various functional areas such as employee benefits, client services and payroll.
With her extensive career experience, Ms. Turner is well positioned to deliver on the service and cultural transformation mandate of the new Innovative Client Services Department to enhance service delivery to Ottawa’s businesses, residents and visitors. As General Manager, Ms. Turner will be responsible for overseeing the services that support the organization’s business needs including human resources, legal risk management and compliance, technology transformation and services, supply and fleet services, strategic planning and data analytics, and public information and media relations.
