日前根據伊朗媒體的報導，加拿大沒收了伊朗在加拿大的多處不動產，對此伊朗抨擊加拿大政府對伊朗實施「國家支持的的經濟沙文主義」。伊朗表示：「經濟沙文主義是西方國家通過濫用法律工具，而不通過法律程序來奪取或沒收其他國家的經濟利益和資源的方法，」伊朗表示加拿大向相關人士贈送3000萬美元的伊朗資產，這個是不合法的行為，伊朗對於加拿大法院沒收並且拍賣伊朗資產的行為，進行了抨擊。

前不久，加拿大安大略省高級法院提交的一份文件顯示，相關人士獲得了出售渥太華和多倫多兩座伊朗擁有的不動產獲得的資金，而這個是作為補償之用。根據國外媒體的報導，渥太華一幢2650萬美元的建築被出售，而多倫多的一幢大樓是以185萬美元的價格出售，該大樓是伊朗購買的一個研究中心。這被出售的房產所獲得的資金被交給了一名在2002年耶路撒冷的希伯來大學喪生的美國公民的家人，當時美國指責伊朗所支持的武裝，發動了相關的襲擊事件。

伊朗外交部發言人賽義德·阿巴斯·穆薩維在9月13日強烈譴責在加拿大出售他的國家財產，而根據一項法院裁決，以補償一群所謂的「恐怖受害者」，「明顯違反國際法」，因此敦促加拿大政府立即歸還房產並撤銷決定。伊朗外交部警告，如果加拿大沒有撤銷非法裁決，伊朗將自行採取行動。實際上伊朗的警告是不無道理的，這是在於伊朗之前就曾經扣留過英國的一艘「史丹納帝國」號油輪，而原因就是之前英國突然扣留了伊朗的「格瑞斯一號」30萬噸油輪。伊朗海軍的快艇經常在荷姆茲海峽進行巡邏，此前伊朗的無人機還對經過的美國的兩棲攻擊艦進行了抵近的偵察行動。

對於加拿大法院的裁決，美國方面也給了個提醒，這是在於目前伊朗附近的荷姆茲海峽控制了世界20%的原油的輸出，就之前伊朗扣留英國的油輪的事件，伊朗很有可能通過扣留加拿大的油輪來反制，如此一來，加拿大就處在一個被動的局面了。伊朗的軍事實力雖然與美國有很大的差距，但是由於伊朗在荷姆茲海峽的地理優勢，加拿大是沒有辦法的。同時加拿大皇家海軍是一直實力不強的海上力量，充其量就是個三流的海軍，在伊朗的反艦飛彈面前，加拿大皇家海軍的艦船來到荷姆茲海峽就是靶子。

加拿大在對外政策上是緊跟美國的腳步，從這次沒收伊朗的不動產進行拍賣就是如此，不過由於加拿大的軍事實力在世界各大國中的地位極低，所以作為鄰居的美國也個加拿大提了個醒，加拿大與美國不同，美國擁有全世界最強大的軍事實力，而加拿大是一個空防都是需要美國幫忙的國家，更不用說其海軍力量了，加拿大皇家海軍的艦船的行動基本上只能單槍匹馬的行動，因為加拿大根本就沒有這個實力。

Iranian legislator urges military to seize Canadian ships

The head of Iran’s judiciary said the Islamic republic would “impound and confiscate Canada’s assets,” while a hardline legislator reportedly called for the seizure of Canadian ships.

The Iranian military should “seize all vessels carrying goods and products to or from Canada as soon as possible,” said Heshmatollah Falahatpisheh, a national security council member, Radio Farda reported.

The spokesperson for Iran’s powerful Guardian Council, Abbasali Kadkhodaei, accused Canada of “economic terrorism” and also called for retaliation, the Tehran Times reported.

“We will by no means remain silent on this issue,” warned Hojatoleslam Seyed Ebrahim Raeisi, Iran’s chief judge, according to the Tasnim News Agency and Ahlul Bayt News Agency.

Tehran has reacted angrily to the selling of its non-diplomatic assets by the Canadian courts in order to satisfy judgements against the regime over its sponsorship of Hamas and Hezbollah.

As Global News reported last week, regime-controlled buildings in Ottawa and Toronto were sold for $28.5 million and the proceeds awarded to victims of Iranian-sponsored terrorism.

Several bank accounts and vehicles were also seized.

The action was the result of the Justice for Victims of Terrorism Act, a law enacted in 2012 by the previous Conservative government that allowed victims to sue state sponsors of terrorism for damages.

The call for the seizure of Canadian ships comes at a time of heightened tensions in the Persian Gulf.
The U.S. has blamed Iran for attacking ships in the Gulf in retaliation for the imposition of economic sanctions and withdrawal from the Iranian nuclear deal.

Iran has also seized several ships, including a British oil tanker, after an Iranian vessel was seized for allegedly shipping oil to Syria in violation of international sanctions.

Proposed by terrorism victims, the Canadian law lifts state immunity from countries deemed state sponsors of terrorism. Under the law, only non-diplomatic assets can be claimed by victims. Iran and Syria are the only countries currently designated.

The law allowed terror victims who had won judgements against Tehran outside Canada to claim the regime’s Canadian assets, and several American families did just that, filing cases in the Ontario and Nova Scotia courts.

The Canadian courts ruled in favour of the victims, and Iran’s assets were sold and distributed to the victims in a process that ended last month. The Supreme Court of Canada rejected Iran’s appeal.

Canada cut diplomatic ties with Iran in 2012, citing the regime’s support for Syrian President Bashar Al-Assad, nuclear program, threats against Israel and backing of terrorist groups.

Tens of millions worth of seized Iranian government properties have been sold off in Canada and the proceeds handed to victims of terrorist groups sponsored by the regime, Global News has learned.
According to a document filed in the Ontario Superior Court of Justice last month, the victims got a share of the money earned through the sale of Iran’s buildings in Ottawa and Toronto.

The properties went for more than $28-million, documents show. The recipients were victims of Hamas and Hezbollah — terrorist groups bankrolled, armed and trained by Iran.

“The distribution to creditors as authorized by the court has been made,” the Toronto law firm appointed as the court-appointed receiver, Albert Gelman Inc., informed the judge on Aug. 7.

Normally that would be an unremarkable statement but the creditors in the case were terrorism victims and the assets were Canadian properties seized from the Iranian regime.

The Ottawa property, which had been the Iranian Cultural Centre, was particularly valuable. Marketed as a “transit-oriented development opportunity on the apron of the University of Ottawa,” it sold to a Montreal developer for $26.5-million.

The Toronto property, which was owned by a company headed by an embassy official and served as the Centre for Iranian Studies, went for $1.85-million.

A lawyer representing one of the victims also confirmed the sales had occurred.

The Canadian Coalition Against Terror, which lobbied to changed the law so victims could seek redress from states that sponsor terrorism, said it was pleased Tehran had been held to account.

“The Iranian regime unwaveringly and unabashedly provides tens of billions of dollars for terrorist organizations that have destroyed innocent lives across the globe, including those of Canadians,” said Danny Eisen, the C-CAT spokesperson.

The redistribution of Iran’s assets marks the likely end of a process that started seven years ago when the former Conservative government designated the Islamic Republic a state sponsor of terrorism.

Under the Justice for Victims of Terrorism Act, enacted in 2012, victims can use the courts to claim the Canadian assets of designated state sponsors of terrorism. Iran and Syria are currently designated.

这事好像还有前保守党政府的什么事，没太搞清楚，2012年加拿大与伊朗断交，赶走了外交官，没收了不少伊朗财产，并在市场上拍卖。可是最不明白的是为什么补偿给美国的私人受害者。

The actions of the Harper government have brought unnecessary hardship to all Iranian Canadians. The sanctions have stopped Iranian investment in the Canadian real estate market and have forced many to put their properties for sale.

The recipients of the compensations include the family of Marla Bennett, a US exchange student killed in bombing of the Hebrew University in Jerusalem back in 2002, as well as Edward Tracy and Joseph Cicippio, who were held hostage in Lebanon from 1986 to 1991. These attacks have been blamed either on Hezbollah or Hamas, two organizations allegedly supported by Iran.
