House Speaker Nancy Pelosi told reporters today she has "great confidence" in Dr. Anthony Fauci, head of the National Institute of Allergy and Infectious diseases, but said its "not encouraging" that scientists need White House approval to speak about coronavirus.
"I have great confidence in Dr. Fauci. And if Dr. Fauci has confidence in what they're doing then, that's OK with me. I do think — if it's true, and I don't know if it is — that they're saying that, 'Unless you have approval of the Oval Office, no scientists can make any statements about this,' is not encouraging."
What this is about: The New York Times reported that Fauci recently told associates he has been instructed by the White House not to speak out about the virus without clearance, though sources tell CNN Fauci is still expected to appear on television.

Pelosi said that a supplemental spending package will be released "as soon as we can" and said they are working to coordinate a "science-based, evidence-based" approach to the outbreak.

She also talked about the importance of washing hands, even noting: "I used to tell President Bush Sr. wash your hands. He was traveling some place. 'Wash your hands.' ... Washing your hands is probably one of the best forms of prevention."

She also said she hoped to have some "more advisory" from the Capitol physician's office about preventative measures that can be taken in Congress.

今天(28日),美国《纽约时报》、《华盛顿邮报》、美国有线电视新闻网(CNN)以及福克斯新闻等主流媒体,齐刷刷用大篇幅报道了一位美国“吹哨人”:

美国卫生与公众服务部(HHS)一名资深女性官员,举报HHS在应对新型冠状病毒肺炎疫情上“部署不当”,卫生团队没有应对公共安全卫生事件的能力。

起诉细节指出,HHS在撤侨行动中派出的卫生团队没有接受过恰当的培训,也没有穿戴合格的防护装备,甚至都能在隔离归还公民的美国空军基地“随意进出”。另外,他们没有被隔离或者接受检测,原因是“没有达到要求”,比如出现病症或到访过中国等。

这个爆料在美国引发关注和热议,但HHC部长在听证会上作出了模棱两可的回答,而美国医疗服务局官员则直接予以了否认,称撤侨任务做了“所有预防措施”。

更让人瞠目的是,这名“吹哨人”在举报后遭受了不公正的职位调遣,她还在2月19日被告知,如果15天内不接受新的安排,将被开除。

“HHS违反紧急支援条款”

《华盛顿邮报》28日消息,这名“吹哨人”负责监督HHS下儿童与家庭管理局(ACF)的工作人员,在病毒防疫领域有几十年的工作经验,去年获得了两项由HHS颁发的奖项,还获得了最高的绩效评估。

当地时间周三(26日),美国联邦独立监察机构特别检察官办公室(Office of The Special Counsel)收到了她的起诉书。该起诉书指责HHS“部署不当”,卫生团队没有应对公共安全卫生事件的能力,“HHS官员派遣了多名工作人员参与接收从武汉撤离的美国公民,但他们没有受到适当的感染控制培训,也没有穿戴正确的防护装备。”

“吹哨人”的一位律师表示,HHS将工作人员派到一个他们没有培训经验的卫生紧急情况中,“违反了紧急支援条款”。

此外,《纽约时报》指出,起诉书提到该卫生团队直到开始工作五天后,才接受安全规程培训。他们甚至可以在安置撤离人员的美国空军基地隔离区“随意进出”。

起诉书还称,这些工作人员有可能接触到了病毒,因为保护措施不当的情况下,他们还与返回的乘客面对面地接触。比如在分发房间钥匙时,或在分发用于身份识别的彩色丝带时。

值得注意的是,该起诉书称,无论是在工作期间还是回家以后,这些工作人员都没有经过正确的隔离、监测或检测程序

一名知情者告诉《华盛顿邮报》记者,工作人员没有走这些程序的原因是“没有达标”,他们既没有出现病症,也没有到访过中国,也没有和确诊病例有过密切接触。

该“吹哨人”的律师说,这些工作人员最后都回到了各自的岗位,一些人选择乘坐商业航班返回他们在全美各地的办公室,“我的客户担心这些可能接触病毒的工作人员,把病毒传给其他人。”

不接受降职,就等着被开除

HHS发言人凯特琳·奥克利(Caitlin Oakley)说,“我们非常重视“吹哨人”的投诉,并根据《举报人保护法》为其提供所有适当的保护。”

不过,报道称,目前该“吹哨人”正在寻求联邦政府的保护,称自己在向HHS部长亚历克斯·阿扎尔(Alex Azar)等官员报告后,遭受了不公正的职位调遣。她还在2月19日被告知,如果15天内不接受新的安排,就将被开除

她的另一名律师阿里·威尔肯菲尔德 (Ari Wilkenfeld)告诉美国有线电视新闻网(CNN),希望美国国会和美国特别顾问办公室(OSC)能够及时、全面调查此案,“这件事关系到HHS对新冠病毒的应对措施,以及它未能保护其员工和公众。我们反对恐吓和压制我们客户的报复行为。”

官方否认起诉内容

当地时间周四(27日)的一场有关新冠肺炎的听证会上,戈麦斯向阿扎尔提了一系列问题,得到的回应模棱两可。

阿扎尔承认一些工作人员确实被派往隔离现场,但“不应该没有个人防护装备。”他也否认HHS因为疫情紧急情况,违反了“应该一直被遵守的”健康与安全规程。

随后,他表示自己不知道这些工作人员院的名字,但“想要知道全部事实”,并采取“适当的补救措施”。

此外,CNN指出,美国医疗服务局(Bureau of Medical Services)执行主任威廉·沃尔特斯(William Walters)直接否认了起诉,称参与撤侨任务的工作人员都有相关的培训和装备,“我参加了所有撤侨任务,我们采取了所有预防措施。”

另一位美国国务院官员伊恩·布朗利(Ian Brownlee)则展示了一张HHS工作人员穿着全套防护服的照片,当时他们正在处理从钻石公主号游轮上下来的人。

最近,HHS部长阿扎尔因处理新冠疫情不当而饱受质疑。CNN周三(26日)报道称,特朗普私下曾表达对阿扎尔的不满,指责后者没有及时向他通报最新情况。

阿扎尔曾声称,病毒对美国民众构成的风险很低,而且会“持续保持”,这和美国CDC“新冠肺炎在全球和美国社会的潜在风险很高”的观点相违背。

这个人的头衔是 “全国过敏症和传染病学会 (或协会) 的头儿”,这个位置不像是政府官员,更像是个专业学会的科学家。
