I got 3.25% for one year fix from BMO today. But they charge me $240 for

我猜你说的是你贷款购买的房产的Appraisal， 而且必需是他们指定的评估员作的他们才承认。
每个房屋贷款都要做这个的，不过费用不一定贷款者负担罢了。
