3月22日一名一丝不挂的黑人，可能有新冠病毒，被反铐后，吐痰，警察在他头上套上一个塑料袋，还被警察按住头，捂住塑料袋达两分钟，不久发生呼吸困难，但是警察找不到手铐钥匙，叫来了救护车，经现场抢救，他还是在7天后死去。

这个不能称为警察正常的训练规则什么的吧？是人都知道不能把塑料袋套在头上，瘟疫期间，也不能这样防范。
