To be China's president's you need a whole tracking record. Starting from the bottom of the ladder, run a town, then run a medium size city, then a large city, then two provinces, one rich, one poor to understand the differences. Then as mayor of either Beijing or Shanghai, then vice president for at least one term to learn running the country as a whole, then president.
In the USA, a big mouth, a lot of money, then at least you get a shoot, some other cases, you may get the prize.
