City Council today appointed Nathalie Gougeon as the City’s next Auditor General. Ms. Gougeon is a bilingual Chartered Professional Accountant and a Certified Internal Auditor. She holds a Certification in Risk Management Assurance and has more than 15 years of experience in the audit field.
Ms. Gougeon joins the City from the International Development Research Centre, where she was Director of Risk Management and Internal Audit. She also worked as a Director at the Office of the Auditor General of Canada and in various other positions in the federal government and private sector. She has extensive experience in finance, audit and consulting in Canada, the United States, France, Italy, Malaysia, Ireland and Hong Kong. She has a Bachelor of Commerce with a double concentration in Accounting and Corporate Finance from Carleton University.
Ms. Gougeon will assume the role of Auditor General on February 1, 2021. Her appointment is for a seven-year, non-renewable term that ends on January 31, 2028.
The Auditor General Hiring Panel recommended Ms. Gougeon to Council following an extensive search. Mayor Jim Watson chaired the hiring panel, joined by Councillor Jean Cloutier, Chair of the Audit Committee, Councillor Carol Anne Meehan, Vice-Chair of the Audit Committee, Deputy Mayors Councillor George Darouze and Councillor Laura Dudas, and former Deputy Mayor Councillor Matthew Luloff.
The Auditor General is appointed by Council in accordance with the Municipal Act, 2001. The Office of the Auditor General helps Council hold the City administration accountable for the quality of stewardship over public funds and for the achievement of value-for-money in municipal operations. Responsibilities include undertaking independent and objective financial, compliance and performance audits of City departments, local boards, municipally controlled corporations, grant recipients and any other agencies, boards, commissions and corporations that Council creates or identifies. The office also administers the Fraud and Waste Hotline and coordinates fraud investigations of City programs, agencies, boards and commissions at its discretion.
