Investigators pursuing signs US Capitol riot was planned​

Evidence uncovered so far, including weapons and tactics seen on surveillance video, suggests a level of planning that has led investigators to believe the attack was not just a protest that spiraled out of control, a federal law enforcement official says.

Among the evidence the FBI is examining are indications that some participants at the Trump rally at the Ellipse, outside the White House, left the event early, perhaps to retrieve items to be used for the assault on the Capitol.

A team of investigators and prosecutors are focused on the command and control aspect of the attack, looking at travel and communications records to determine if they can build a case that is similar to a counterterrorism investigation, the official said.

The belief, early in the probe, will demand significant investigation.

The presence of corruption prosecutors and agents is in part because of their expertise in financial investigations.

“We are following the money,” the official said.

By Wednesday morning, the FBI reported that it had received more than 126,000 digital tips from the public regarding the attack on the Capitol – more than three times the number of tips received on Monday.

Among the thousands of tips the FBI received are some that appear to show members of Congress with people who later showed up at the Capitol riot, two law enforcement officials said. This doesn’t mean members of Congress and staff are under investigation, but the FBI is checking the veracity of the claims, the officials said.

At least some of the arrests already made are part of a strategy used in counterterrorism investigations, to find even a minimal charge and try to take a person of concern off the streets. That helps ease the possible threat amid concern about possible attacks on the Inauguration, officials believe.

Members of Congress request investigation of tours that took place 1 day before attack on Capitol​

One day after Rep. Mikie Sherrill, a Democrat from New Jersey, alleged that members of Congress led tours of rioters on a reconnaissance mission the day before the attack on the Capitol, 31 members of Congress sent a letter to the acting House Sergeant of Arms, acting Senate Sergeant of Arms, and acting chief of the US Capitol Police asking them to investigate the matter further.

Democratic Rep. Mary Gay Scanlon, one of the co-signers of the letter, confirmed to CNN that she saw groups of tours of people in MAGA apparel one or two days before the attack.

“I had seen what appeared to be tour groups of folks dressed in MAGA attire, in the halls, in the tunnels” Scanlon told CNN. “I don't know exactly what day it was. It was just surprising to see that happen because since Covid the building's been shut down. There aren't supposed to be any tours. So I kind of assumed it must be a new member who didn't know the rules or something. But, I mean, I can verify that it happened. There were people who were roaming around in the halls, apparently under the guidance of congressional staff.”

Scanlon told CNN she saw a group of six to eight people.

“Many of the Members who signed this letter, including those of us who have served in the military and are trained to recognize suspicious activity, as well as various members of our staff, witnessed an extremely high number of outside groups in the complex on Tuesday, Jan. 5,” the letter stated.

It says the tours were “unusual” and “concerning” and were reported to the Sergeant at Arms on Jan. 5. The letter said the groups “could only have gained access to the Capitol complex from a member of Congress or a member of their staff."
 

House Democrats call for investigation into 'suspicious' Capitol tours day before riot​

A coalition of more than 30 House Democrats is calling for an investigation into "suspicious" Capitol tours that took place the day before last Wednesday’s deadly attack from a mob of Trump supporters.

The coalition led by Rep. Mikie Sherrill (D-N.J.) sent a letter to acting House Sergeant-At-Arms Timothy Bodgett, acting Senate Sergeant-At-Arms Jennifer Hemmingway, and acting Capitol Police chief Yogananda Pittman requesting an “immediate investigation into the suspicious behavior and access given to visitors to the Capitol Complex on Tuesday, January 5, 2021 — the day before the attacks on the Capitol.”

The lawmakers say that they witnessed an “an extremely high number of outside groups in the complex, on Jan. 5, which is unusual given that public tours of the Capitol ended in March 2020 due to the coronavirus pandemic."

They also write that some of the visitors encountered by lawmakers “appeared to be associated” with the "Stop the Steal" rally that was held at the White House the next day, when Congress was certifying President-elect Joe Biden's victory in the Electoral College.

“Members of the group that attacked the Capitol seemed to have an unusually detailed knowledge of the layout of the Capitol Complex. The presence of these groups within the Capitol Complex was indeed suspicious,” the lawmakers write.

“Given the events of January 6, the ties between these groups inside the Capitol Complex and the attacks on the Capitol need to be investigated,” they added.

The letter comes after Sherrill said Tuesday during a livestream on Facebook that she witnessed colleagues leading people on “reconnaissance tours” of the Capitol before the attack, which left five people dead and the building damaged.

She said she intends “to see that those members of Congress who abetted him; those members of Congress who had groups coming through the Capitol that I saw on Jan. 5 — a reconnaissance for the next day; those members of Congress that incited this violent crowd; those members of Congress that attempted to help our president undermine our democracy; I'm going to see they are held accountable, and if necessary, ensure that they don't serve in Congress.”

Sherrill is not alone in her concerns about security at the Capitol complex in the lead up to the assault on the building.

Rep. Ayanna Pressley’s (D-Mass.) chief of staff Sarah Groh told The Boston Globe in an interview published Wednesday that all the panic buttons in Pressley’s office were removed before the attack.

A spokesperson for Pressley later told The Hill that the matter is being investigated.

The previous Capitol Police chief and House and Senate sergeants-at-arms all resigned after the breach.

The House is set to impeach President Trump later Wednesday over his role in inciting the rioters, and a growing list of corporations are cutting off donations to politicians who opposed the Electoral College results.

Vice President Mike Pence was closer than initially known to a violent mob of protesters at the US Capitol last Wednesday, according to new reporting from the Washington Post.

Pence, per the Post, remained in the Senate chamber for about 14 minutes after Capitol Police reported the initial attempted breach of the building. Pence, along with second lady Karen Pence and daughter Charlotte Pence Bond, were then moved into a room off the Senate floor.

About one minute after Pence was moved, the Post said, the mob of rioters moved up the stairs to the second floor landing outside the Senate entrance, where Capitol Police officer David Goodman heroically led them in the opposite direction. The Washington Post said that Pence and his family were in a hideaway “less than 100 feet from that landing, according to three people familiar with his whereabouts.”

“If the pro-Trump mob had arrived seconds earlier, they would have been in eyesight of the vice president as he was rushed across a reception hall into the office,” the report suggested, adding that Pence later was moved to a more secure location.

US Secret Service told CNN in a statement that Pence was “secure at all times.”

“While the Secret Service does not speak specifically about the means and methods of our protective operations, Vice President Pence was secure at all times on Jan. 6,” a USSS spokesperson said.
