【华裔少年公路寻短见却惨遭美警击毙,目击者曝光其举双手求饶画面】据美国《世界日报》2月6日报道,宾州19岁华裔少年陈智博(Christian Hall)去年12月30日,因受抑郁情绪折磨在高速公路上寻死,过程中被州警枪杀,其家人近日向联邦法院提告。




州警表示陈智博当时持枪指向警察,警方因此将其击毙,但陈智博及其家人的代表律师克鲁普称,目击者拍下的视频显示完全不同的情况, 视频显示陈智博当时已举起双手,没有对警方构成威胁。

Civil rights attorneys are planning to file a federal lawsuit against the Pennsylvania State Police troopers who fatally shot 19-year-old Christian Hall in December 2020.
Hall “was having a mental health crisis,” attorney Ben Crump said at a Wednesday press conference. Crump is known for high-profile civil rights cases, including representing the families of George Floyd and Breonna Taylor.

“There is a suggestion that he was contemplating suicide. He was crying out for help. Christian Hall needed a helping hand, but yet he got bullets while he had his hands up,” Crump said.
Crump posted a video, taken from a car with a view of the Route 33 southbound overpass to Interstate 80 where Hall was killed on Dec. 30, that appears to show Hall with his hands up prior to being shot.

A PSP press release issued that day stated that Hall put his gun on the ground when ordered to do so, but later “became uncooperative and retrieved the firearm and began walking towards the Troopers.” According to the release, he pointed the gun in their direction, and the troopers fired at him.
The 20-second video posted by Crump shows Hall being shot and falling to the ground, but does not show any approach he may have made toward police before they opened fire.

In addition to the local investigation conducted by state police and the Monroe County District Attorney’s Office, Pennsylvania Attorney General Josh Shapiro should also investigate, attorney Devon Jacob said.
“It is simply impossible to have an independent investigation when you’re investigating people that you work with every day,” Jacob said.
The state police do not comment on pending litigation, said Corporal Brent Miller, director of the PSP communications office, but he did defend the process by which officer-involved shootings are investigated.

"The Pennsylvania State Police is confident in the protocols it has in place to ensure each Trooper involved shooting is investigated thoroughly and transparently. Public support and confidence is earned through a fair and impartial process of investigating and adjudicating complaints, allegations, and use of force incidents," Miller wrote in an email.
Incidents are investigated by the Major Case Team, he said, which includes "investigators from several different stations, not including the station to which the involved Troopers are assigned."

The local district attorney "makes a final decision on the disposition of the member-involved shooting and can request additional investigatory steps be taken in any areas necessary in order to make a fair and impartial decision when applying the facts to the law. Additionally, PSP's Internal Affairs Division from the Bureau of Integrity and Professional Standards conducts a parallel investigation with the goal of ensuring that department protocols and procedures have been followed by the involved Trooper(s)."
Shapiro can only investigate if the local DA’s office refers the matter to him, the attorney general said in a statement.

“The death of 19-year-old Christian Hall is a tragedy. My heart goes out to of the people in Monroe County, and Hall's loved ones in Stroudsburg,” Shapiro said. “The case is being investigated by PSP and the Monroe County District Attorney’s Office. Under Pennsylvania law, I do not have jurisdiction to investigate this matter unless I receive a referral from District Attorney Christine. The loss of any young life is deeply painful, and I expect local law enforcement to give this matter thorough review.”
The troopers involved have not been named by the PSP, and "were recently placed back on full duty," Miller said.
Hall was a 19-year-old Chinese man who was adopted as a baby by Fe and Gareth Hall, according to a press release from Crump’s law firm.
Fe Hall asked the state police to put themselves in her shoes: “If that was your child on the bridge and he needed help, would you be OK? Would you accept it if your fellow troopers shot and killed him instead of helping him? Will you be able to sleep at night knowing that your son will never be home, that you’ll never see him get married, that he’ll never have kids, he’ll never grow old, because your fellow troopers shot him dead?”
 
我要骂人,我觉得应该被击毙的是这个人渣警察。我要是这孩子的父母,我会选择自己寻求正义。
 
警察应该也有执法记录摄像头吧,拿出来看一下全程不就清楚了。

看看美国警察如何对待冲击国会的白人们, 就知道美国种族问题严重,。。。

今后去美国要小心了,嘱咐自己的华人子弟,到了美国别把自己当本地人。
