The City of Ottawa has appointed Karen Shepherd as its next Integrity Commissioner. Ms. Shepherd has worked for over 30 years in the federal public service, more than half of which was spent in the field of ethics.
In 2009 she was appointed as Canada’s first Commissioner of Lobbying. She successfully managed a two-year national consultation process that resulted in a stronger federal Lobbyists Code of Conduct. She was also instrumental in creating a Canada-wide forum for lobbying regulators through the Lobbying Commissioners and Registrars Network and created strong bilateral ties with several countries including the United States, Chile and Peru.
As Executive Advisor to the Deputy Minister of Health she provided advice on engagement and transparency for key files such as the opioid crisis. Before retiring in 2020, she assumed the role of Ombudsman for Health Canada and the Public Health Agency, where she took pride in creating a safe space for employees and strengthening relationships with key partners.
Over the span of her career, she worked in several departments and gained experience in policy, operational and social responsibility units. She provided strategic, confidential and fearless advice to many including lobbyists, elected and senior public officials, and built strong and collaborative partnerships both inside and outside of government.
Ms. Shepherd will assume the role of Integrity Commissioner on September 1, 2021. She succeeds Robert Marleau, who became the City’s first Integrity Commissioner in 2012, and whose term ends on August 31, 2021. The initial term of Ms. Shepherd’s appointment is one year with an option to renew for a five-year term.
Ms. Shepherd was selected as the preferred candidate by an interview panel composed of the City Clerk, the Deputy Clerk and the Auditor General. The recruitment and appointment process was conducted at the direction of Council, in accordance with the relevant City policy and procedures.
