Who gets care?​

The framework outlines exclusion criteria — medical conditions that would mean the difference between treatment in the ICU or not.

These specialized departments care for a hospital's most ill patients, including advanced COVID-19 patients who require ventilators to survive.

Under Phase 1, patients with life-threatening conditions such as severe dementia, severe burns, those who have suffered a massive stroke or are in a deep coma, may be denied entrance into the ICU.

The barriers to treatment increase under Phase 2, with more stringent measurements applied based on the health and age of each patient.

Staff untrained in critical care would be widely deployed in ICUs.

People over 60 with poor chances of survival could be denied admission to the ICU. Only children with the most severe medical needs, such as organ failure, would be admitted to ICU under Phase 2.

Doctors would be asked to decide if patients who have been on machine ventilation for 14 days should be taken off life support order to give another patient a chance at survival, a decision that would be made with or without family consent.

A medical team would assess each patient in critical condition using a series of scoring systems focused on the patient's likelihood of survival.

• In Phase 1, patients with an 80 per cent of probability of dying within the year would be denied critical care.
• In Phase 2, those with a 50 per cent of probability of death within a year would be denied critical care.

Alberta to eliminate COVID-19 quarantine rules as cases rise among the unvaccinated

Dr. Deena Hinshaw, in her first appearance since June 29, said the province will shift its public health response and lift a number of measures related to quarantine, isolation and masks.

Starting Thursday, close contacts of COVID-19 cases will no longer be mandated to quarantine, but isolation will still be required for positive cases and people with symptoms.

On Aug. 16, people who test positive for COVID-19 will not be mandated to quarantine anymore, but the province will recommend it. Albertans with COVID-19 symptoms will not be asked to get tested, but to stay at home until they feel better. And two weeks later, COVID-19 tests will only be available to people who need to go to the hospital or see a physician.

Masks won't be mandatory in public transit, rideshares and taxies starting on Aug. 16, the province announced. Some masking may still be required in hospitals or continuing care facilities.

EDMONTON - Alberta is considering transferring ICU patients to other provinces as the fourth wave puts its health care system under "extreme pressure."
Ontario has accepted to take on Alberta patients if needed, and Alberta Health Services is also in conversations with British Columbia and Manitoba, president and CEO Dr. Verna Yiu told reporters on Thursday. However, in a statement to CTV News, B.C. told Alberta it will not be able to help them "given the current demands" on its healthcare system right now.

Dr. Yiu stressed AHS hopes it does not get to that point, but added: "We do not have the ability to simply open more and more ICU spaces and hospital beds and we do not have an endless number of staff who can provide critical care."
