Committee approves guiding plan for new Civic Hospital campus

The City’s Planning Committee today approved a master site plan for The Ottawa Hospital’s new campus proposed near Dow’s Lake.

The main building would offer 2.5 million square feet of hospital space, but the master site plan outlines multiple phases of development over the next 25 years. The campus would ultimately include a new research building, mixed-use towers with ground floor commercial space along Carling Avenue and a new University of Ottawa Heart Institute.

The master site plan aims to address high-level considerations across the entire campus, which would enable more detailed review and consultation to take place at each phase of development. Under the master site plan, the new campus would deliver:

  • Publicly accessible open spaces, including a public square along Carling Avenue and rooftop space that can be programmed and landscaped
  • Pedestrian and cycling connectivity
  • Urban design review to ensure architecture and urban design analysis are considered
  • Connections with Dow’s Lake LRT Station

The master site plan also includes an overview of heritage considerations for the new campus. The heritage report outlines measures to protect the cultural heritage landscape of the Central Experimental Farm, the Rideau Canal and other nearby heritage resources. Measures include further study and analysis of the landscape condition, tree conservation and integration as each portion of the hospital campus is developed.

Recommendations from today’s meeting will rise to Council on Wednesday, October 13.
