Guidance approved for future growth along Bank Street in the Glebe

The City’s Planning Committee today approved a new secondary plan to clarify the types of development permitted on or directly adjacent to Bank Street, between the Rideau Canal and Highway 417.

The Bank Street in the Glebe Secondary Plan would make future growth in the area more predictable by defining permitted height and density. The plan would help ensure intensification happens in ways that protect the Glebe’s heritage character and build on the community’s pedestrian-oriented nature.

While the plan identifies where taller buildings might be appropriate, most of the area would remain limited to four storeys. Some six-storey development would be permitted on larger properties while buildings taller than nine storeys would only be considered on Isabella Street, at the very north of the area.

The Committee approved its draft budget for 2022, which includes $74 million in operating funding and $29.6 million in capital funding related to planning. This includes $6.9 million to develop the City’s new Zoning By-Law and $7 million to replace existing, out-of-date Land Management System software.

Draft Budget 2022 also invests $17 million to develop more affordable and supportive housing for residents in greatest need, which includes $15 million in capital funding and $2 million in development charge exemptions. The City aims to leverage the equivalent in new federal and provincial investments, which could result in up to 500 new supportive and affordable housing units per year over the next 10 years.

The Committee approved Official Plan and zoning amendments to permit a new 25-storey building at the southeast portion of the Holland Cross complex, at 1560 Scott Street. The tower would sit atop the existing one-storey concourse, adding 281 residential units immediately south of Tunney’s Pasture LRT Station.

Recommendations from today’s meeting will rise to Council on Wednesday, December 8.
