联邦的要求是各省要么自己设立一套系统，cap and trade也行，其实看起来像骗人的，可能不用涨价，要么就实行联邦碳税。

F是自找的，不然这个系统他自己控制，变化一下还不是自己说了算

不过那都是过去的事情了，现在F省长光靠说显然不够
