Committee moves to protect post-war neighbourhood’s heritage character

The City’s Planning Committee today approved measures to help conserve and commemorate the heritage of a community in Carlington North. The City would establish the Veterans’ Housing Character Area to protect the heritage character and built form of the neighbourhood south of Carling Avenue, between Fisher Avenue and Merivale Road, built at the end of the Second World War to house war workers and veterans.

The Crown corporation Wartime Housing Limited built and managed houses for war workers and veterans across the country, including this subdivision of about 400 homes in Ottawa. The character area designation recognizes the collective value of the area and would be enforced through a set of design guidelines to help guide new construction or renovations. Owners would retain the flexibility to make alterations and additions to their homes, and the guidelines would ensure that any such work reflects the cultural heritage features identified in the community.

The Committee also approved amendments to facilitate several proposed developments in Westboro, including two 12-storey apartment buildings and three three-storey apartment buildings east of Roosevelt Avenue, just south of the Transitway. The permitted height would increase from eight to 12 storeys, in line with transit-oriented development guidelines that encourage taller buildings near public transit. The proposed development would add 263 apartments within walking distance of the Kìchì Sìbì and Westboro LRT stations, both currently under construction.

The Committee also approved a zoning amendment to permit a 30-storey building on Scott Street, between Winona and Athlone avenues, also adjacent to Westboro Station. On the south side of the site, the development would include five townhouses to better integrate with existing low-rise homes on Ashton Avenue.

As part of the agreement to add extra height and density, the applicant would provide community benefits that include a $100,000 contribution to upgrade area sidewalks, a mid-block pathway to connect Scott Street and Ashton Avenue, ground-floor space for a daycare facility, and a commitment to provide 15 affordable units in the building.

Recommendations from today’s meeting will rise to Council on Wednesday, May 11.
