The City’s Planning Committee today approved a new secondary plan along the Orléans rail corridor, which would guide growth along St. Joseph Boulevard and revitalize communities surrounding Ottawa’s four easternmost LRT stations, now under construction.
The focus is on creating 15-minute neighbourhoods by encouraging more housing and employment near transit and along the community’s main street. The plan includes guidelines that promote mid-rise and high-rise redevelopment on underused properties along the rail corridor, which would lead to greater housing density with smaller and less expensive housing options.
The plan also seeks to attract more jobs, services and amenities to the area to create healthier, more walkable neighbourhoods. As part of any redevelopment, the plan outlines required contributions to the public realm as well. Developers would contribute to park space, and improvements to cycling facilities and sidewalks.
The Committee also approved heritage and zoning applications to permit a 21-storey, mixed-use building immediately east of the CF Rideau Centre, between Daly Avenue and Mackenzie King Bridge. The building, which would be attached to the shopping centre, would add 280 rental apartments to a highly walkable, transit-oriented neighbourhood. It would be integrated with the City Registry Office – a designated heritage building located on Nicholas Street.
The City Registry building – a modest brick building built in 1874 – would remain the predominant feature along Nicholas Street, and the applicant has committed to conserving and rehabilitating the heritage property, restoring missing architectural features based on documentary evidence.
Recommendations from today’s meeting will rise to Council on Wednesday, September 21.
